Project Background

The Government of Pakistan has designed and initiated a six-year project titled "Khyber Pakhtunkhwa Irrigated Agriculture Improvement Project (KP-IAIP)" through the PIU KP- IAIP Directorate General OFWM Agriculture Department. KP-IAIP is aligned with the National Water Policy and the KP Agriculture Policy and Strategy (2015 -25) and aims “to improve the performance of irrigated agriculture on smallholder farms in its implementation area”. The key objectives will be achieved through a) improving on-farm water management system by upgrading watercourses, introducing advanced irrigation technologies, and strengthening capacity of communities, farmers, and OFWM staff; and b) increasing agriculture productivity as well as promoting agro-processing and value addition.

Qualification Requirements	The Monitoring & Evaluation Specialist will have Master’s Degree in Social Sciences, Development Planning, Economics, Statistics, Rural Development and Agriculture Science or related fields. At least 15 years of professional post qualification experience at national/international level in program planning, monitoring and evaluation, at least 5 years of which should be in public/private development sector; must be well versed with quantitative and qualitative methods of M&E including those of participatory nature; must have experience of community driven development projects funded by international donors preferably World Bank
Job description	Work closely with the Team Leader and other technical and IT team members to design a responsive M&E methodology which meets the M&E Consultant’s ToR Lead the development of first draft of M&E tools and incorporate technical team’s feedback to finalize these Lead the design of training materials and training of field monitoring staff and PIU’s district-based staff Update the sampling methodology in consultation with the client’s team Draw monthly/ quarterly sample of site visits and prepare monthly/ quarterly data collection plans Perform regular desk- and field-based quality assurance of data collection activities Provide overall guidance on the technical requirements of MIS to the IT/ MIS Specialist and other members of IT team Perform desk-based assessment of quality of qualitative and quantitative data and provide feedback to the data collection teams Lead analysis of quantitative and qualitative data for periodic reporting Prepare first draft of the progress and monitoring reports and incorporate technical team’s feedback to finalize these Supervise and coordinate application of monitoring tools to track program performance in line with the project objectives Offer leadership and technical support to project staff in the implementation of their monitoring responsibilities to ensure correct and timely collection of monitoring data Assist in finalization of mid-line and end-line surveys of project and other evaluation assessment that are necessary to gauge the performance of the project Any other relevant tasks assigned by the Team Leader
