USP’s Global Health programs work with donors and partners in low- and middle-income countries to advance access to quality-assured essential medical products and strengthen supply chains to address critical global health threats such as COVID-19, tuberculosis, HIV and AIDS, and maternal and child health conditions.

PQM+

The Promoting the Quality of Medicines Plus (PQM+) programis a five-year U.S. Agency for International Development (USAID)-funded cooperative agreement with a goal to sustainably strengthen medical product quality assurance systems in low- and middle-income countries (LMICs). PQM+ provides technical assistance to Medicines Regulatory Authorities in several countries in Asia. This cooperative relationship supports the Drug Regulatory Authority of Pakistan (DRAP) for regulatory reforms, quality assurance systems, and strengthening the quality control laboratories in Pakistan. Moreover, PQM+ also provides technical capacity building in close coordination with DRAP and provincial health authorities.

ROLE OVERVIEW

USP – PQM+ seeks an experienced Procurement and Admin professional as a consultant who will be called to work on an as-needed basis under specific Work Orders and will report to the Consultant Supervisor listed on the Work Order under Master Consultant Agreement. The consultant will work to provide Procurement, Administrative, and Logistics support to the Operations Department of the USP Pakistan office for the implementation of program activities under the PQM+ work plan. S/he will provide services, ensuring high quality, accuracy, and consistency of work. Under the overall direction of the Senior Procurement and Logistics Officer (Sr. P&LO) and the individual will perform the following responsibilities: 

KEY RESPONSIBILITIES 

  • Assist in travel arrangements, including liaison between travel agencies for route selection, finalization, and purchase of tickets for participants and experts.
  • Process requests for drafting letters, office supplies, stationery, and other services with documentation.
  • Assist in logistical arrangements for the project events renting premises, accommodation, and transportation services according to the USP established procedures.
  • Assist in organizing the competitive selection processes in the procurement of goods and services for the selection of a venue/facility and services for the conferences, workshops, and training upon the request of projects and agencies according to the USP established procurement procedures. 
  • Ensure and record asset management of Government and USP Pakistan Inventory with equipment receipts. Assist in the maintenance of a proper filing system for documentation by following USP compliance policies.
  • Assist in Procurement, administrative, office management, Travel, and Logistics functions.
  • Perform other related administrative and Logistics tasks as required by the Deputy Chief of Party (DCoP) and the Chief of Party (CoP).

DELIVERABLES (PERIOD OF PERFORMANCE SEPTEMBER 30, 2023)

  1. Administrative and office management functions
  2. Competitive selection processes in the procurement of goods and services
  3. Selection of a venue/facility and services for the conferences, workshops, and training upon request from projects and agencies according to the USP established procurement procedures
  4. Local and International Travel arrangements include liaison between travel agencies for route selection, finalization, and purchase of tickets for participants and experts
  5. Record and Update Inventory as per compliance procedure of asset management

Upon Monthly Reports, Submission of Programmatic Deliverables

 

QUALIFICATIONS

 

  • Bachelor’s degree in Business Administration or another relevant field is required.
  • Minimum of five (5) years of progressively responsible experience in administrative and operational management required and at least three (3) years of USAID global public health funded projects.
  • Prior work experience with INGO and donor-funded projects.
  • Previous Work Experience with the Ministries and Drug Regulatory Authority of Pakistan.
  • Results-driven with demonstrated successful outcomes.
  • Ability and desire to work well with diverse employees and customers in a cooperative, friendly manner.
  • Ability to handle multiple priorities in a fast-paced environment.
  • Excellent written and verbal communication skills.
  • Ability to work flexible hours when needed.

 

PERIOD OF PERFORMANCE

 

The anticipated performance period will be November 1, 2022, to September 30, 2023. The anticipated contract type is Master Agreement, and Work Orders will issue under MCA. The assignment will require a maximum of 240 Working Days/Level of Effort (LOE). 

 

GEOGRAPHIC AREA 

 

Individuals will work with the USP Pakistan team based at the Islamabad office.

  3. Financial Proposal- 25%
