Since starting operations in Pakistan, CARE has responded with life-saving support to a series of large-scale disasters. CIP works through its local partners and a range of stakeholders for development, as well as emergency response related interventions, which makes collaboration a key component of its work, across the country. We are a nationally inclusive organization that strives to support the most vulnerable communities all over Pakistan, with particular attention to women and girls and youth.

Since the onset of 2022 monsoon floods in Pakistan, CARE International has initiated much needed life-saving humanitarian response for flood affected communities in Baluchistan, Sindh and Punjab provinces.  

I. Job Summary:

As a member of CARE Pakistan emergency response team the Project Manager (PM) plays a vital role in implementation of Emergency Response Project(s). The PM will work closely with implementing partners as well as Core program team to implement the project under the guidance and supervision of Director Emergency.

I. RESPONSIBILITIES AND TASKS

Job Responsibility # 1: Project Management and Leadership

% of Time: 60%

  • Take overall leadership in prioritizing response activities related to project, in line with CARE International Global Humanitarian protocols
  • Develop project implementation plan including procurement, distribution, spending plans and coordinate with all relevant stakeholders (Implementing partner, CARE MEAL, finance, admin and logistics departments) for timely and quality implementation of emergency response activities
  • Ensure strict compliance of project activities with CARE International policies and procedures and with relevant donor regulations and agreements and SPHERE guidelines
  • Supervise project team, develop their capacity through trainings, mentorship and guidance
  • Ensure project staff are familiar with CARE’s policies and procedures and project objectives indicators and requirements and are able to conduct work on a day-to-day basis in line with these requirements.
  • Ensure staff have proper weekly, monthly and quarterly plan for project implementation
  • Manage partners to ensure timely & high quality delivery of project activities
  • Ensure regular site visits within the response period.
  • Ensure optimal safety and security management procedures and practices are in place for the emergency response and continually monitor the safety and security situation, adapting staff safety and security procedures accordingly in collaboration and cooperation with the Country Security Manager.
  • Ensure that capacity building plans and performance management systems are in place to develop the requisite competencies in project staff as well as the implementing partners to ensure ongoing sustainability and quality of response.
  • Represent CARE in district level meetings with the stakeholders including clusters and share key project highlights in such meetings to ensure CARE visibility at appropriate level
  • Oversee effective functioning of logistics systems to procure, store and distribute medical stock, supplies and services for the timely delivery of project.

Job Responsibility # 2: Coordination, Programme Development and Quality

% of Time: 20%

  • Collaborate with MEAL to ensure that monitoring, evaluation, accountability and learning processes are in place and compliant with MEAL benchmarks and ensuring that feedback is incorporated into programme design and learning disseminated.
  • Working with Humanitarian Program Manager, Director Emergency Response and CO MEAL team to design multi-sector response and recovery strategies, programme plans and programme master budgets, ensuring sufficient technical and MEAL expertise is included within budgets, ensuring linkages with existing country programmes and a clear phased plan of action up to 1 year.
  • Ensure strong accountability to beneficiaries
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter
  • Grow portfolio of education programming by developing strategic relationship with key donors and support Business Development Manager for new funding
  • Proactively identify new funding opportunities
  • Support in new program designing and technical write up

Job Responsibility # 3: Reporting

% of Time: 15%

  • Produce high quality and timely sitreps/reports (where necessary) for internal and external audiences within agreed reporting schedules
  • In coordination with relevant team members at CO, ensure the preparation of a timely programme delivery and submitting the donor reports on project activities in compliance with internal CARE requirements and relevant external donor requirements.

% of Time: 5%

  • The duties and responsibilities described above are subject to change, depending on organizational needs.
  • Safety and Security is everyone’s responsibility within CI through full compliance and accountability (as per Principle of the CARE International Safety & Security Principles).

III. PROBLEM SOLVING

The position requires thorough analysis, problem definition and development of alternative solutions for humanitarian response related interventions.

IV. QUALIFICATIONS (KNOW HOW)

A) EDUCATION/TRAINING

Required:

  • Post graduation in social sciences, development studies.

B) EXPERIENCE:

  • At least 8-10 years of work experience in humanitarian programs.
  • Minimum of 4 years’ senior level humanitarian aid experience in complex emergency
  • Experience managing emergency projects with budgets of $1 million or above per annum with major donors such as; BHA, ECHO, FCDO, UN and other key donors
  • Comfortable in all aspects of managerial work, including managing large budgets.
  • Strong and Demonstrated experience in working with local partner organizations.
  • Demonstrated experience of working in volatile and highly insecure operating environment.
  • Experience in project/program management, monitoring and managing budget.
  • Demonstrated experience of gender sensitive programming.
  • Experience working with INGO’s, National, Provincial and district governments.

VI. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED: 

The post holder will be based in Islamabad with at least 60% time in field. Rest 40% time will be allocated for project planning, Coordination, Communication, financial management and documentation of key issues, advocacy and preparing reports and support to partners.
