PART1 – JOB DESCRIPTION

  1. JOB OVERVIEW

The Flood Response Manager is responsible for overseeing the delivery of Tearfund’s Flood Response Program across Pakistan. Overall day to day management of the response will be held by this role with the remit to design, direct and implement a comprehensive and effective response strategy appropriate to the needs in each context.

The Flood Response Manager will be responsible for maintaining the in-country relationships with donors,  ensuring effective working relationships with implementing partners and collaborating with Tearfund Country Office, Regional and Global staff. The Flood Response Manager will be the key representative of Tearfund for partners and other key stakeholders such as INGOs, UN Clusters, work groups, donors and government departments.

  1. ORGANISATIONAL REQUIREMENTS

  • Provide support and guidance to team members to ensure all activities are compliant with standard operating procedures.

  1. KEY RESPONSIBILITIES

Delivery of Flood Response

  • In consultation with the Country Director and, where required, partners and Tearfund staff, develop, and plan for the operationalisation of the flood response strategy.

  • Develop and maintain a collaborative ecosystem consisting of Tearfund (project, Country Office, Regional and Global)staff, implementing partners, relevant stakeholders and community representatives that will deliver the flood response;

  • Be responsible for day to day management and smooth effective implementation of the entire flood response in coordination with all relevant stakeholders and participants;

  • Coordinate and collaborate with implementing partners to ensure that response activities are relevant, efficient, effectiveness, coordinated and complementary; 

  • Ensure that implementing partners meet all Tearfund and donor compliance requirements and that best practices are encouraged and followed;  

  • Work as the focal person for communication with donors and other stakeholders; ensure that communication is accurate, timely and balanced;  

  • Provide partners with (1) support for improved partnership and relationship management and (2) required technical facilitation, support and guidance as and when required during all stages of the flood response;

  • Provide insight, analysis and information on the flood response as and when required to stakeholders within Tearfund; this includes regular updates and information for media and fundraising;  

  • Ensure that the budget is spent according to plan and reported in timely manner; identify and account for significant variances and ensure value for money is considered appropriately; 

  • In coordination with relevant team members, support partners in budget management and control if required;  

  • Ensure that all activities are implemented as planned and scheduled and that any changes must be reported as per guidelines; 

  • Ensure that all reports are timely, accurate, high-quality and meet donor requirements; 

  • Ensure that Tearfund’s values and commitments are appropriately reflected in all aspects of the response and that, where and when required, the same is highlighted and demonstrated; 

  • Create an enabling environment for information sharing, innovation, continuous learning and organisational development; promote an openness to welcoming feedback from beneficiaries, communities, staff and partners.

COORDINATION/ EXTERNAL RELATIONSHIPS / REPRESENTATION 

  • Represent Tearfund in relevant civil society and government forums and ensure the proper visibility of the flood response activities;

  • Ensure that implementing partners are coordinating with relevant actors to ensure transparency and accountability, to appropriately promote their (and Tearfund’s) contributions, to avoid duplication and  to gather learning;

TRAINING AND CAPACITY BUILDING

  • As and when appropriate and necessary, mentor and coach both partners and Tearfund staff in key humanitarian competencies;

  • Support with training and induction of Tearfund staff recruited for emergency response;

PART 2 – PERSON SPECIFICATION

ESSENTIAL 

DESIRABLE 

QUALIFICATIONS 

  • Degree and/or equivalent level of knowledge in Sociology or relevant discipline 

  • Degree  in Development Studies.

EXPERIENCE 

  • Previous experience of working on disaster response projects with high compliance donors; 

  • Proven ability in project cycle management including all aspects of design, governance, implementation, monitoring and closure;

  • Knowledge and experience of multi-sectoral programming and modalities for disaster response; 

  • Experience of leading/ managing teams and units in disaster response situations.

  • Proven ability to understand and apply international standards and commitments for example Sphere and CHS; 

  • Working with minority communities and minority led institutions for community development and humanitarian assistance.




SKILLS/ ABILITIES 

  • Ability to manage multicultural teams in a dynamic environment; 

  • Excellent technical writing skills; 

  • Sound understanding of grant management and budget control; ability to apply principles and take corrective action;  

  • Understanding of conflict sensitivity and possessing conflict resolution skills; 

  • Excellent oral and written communicator in English;

  • Sensitivity in cross-cultural communication

  • Excellent IT skills and ability to adapt to different online systems; 

  • Understanding of social and cultural contexts across different regions of Pakistan; 

  • Proven ability to manage and monitor remote and hybrid teams;

OTHER COMMENTS:

  • Personal identification information will be submitted against a Watchlist database to check against criminal convictions as a counter-terror measure
