Since the onset of 2022 monsoon floods in Pakistan, CARE International has initiated much needed life-saving humanitarian response for flood affected communities in Baluchistan, Sindh and Punjab provinces. 

I.  JOB SUMMARY:

This post will be responsible to coordinate and supervise office administration, general services and logistics of CARE Pakistan’s Field Office in Sukkhar including the movement of staff (staff logistics) and vehicle (fleet management), as well as set up of administration of office support systems and assets monitoring – telephone communications, office vehicles, furniture and fixtures. This post will also be responsible for logistics of procurement.

II. RESPONSIBILITIES AND TASKS

Job Responsibility #1:  Office Administration: % of Time:  40%

  • Provide general administrative support to Project Team in the Field Office.
  • Ensure close collaboration with Islamabd Office on all aspect of the day to day operations and participate and keep up-to-date with partner’s administrative operations
  • Ensures the availability and proper utilization of project related facilities;
  • Ensures the professional working atmosphere around the project offices;
  • Help ensuring clean healthy environment;
  • Ensures all project materials (computers and accessories) are in a good order;
  • Provides timely report regarding the project administration activities.
  • Support CIP core admin and management team for maintenance of office support systems for telecommunications, general office support, vehicle management, travel and accommodation support and all necessary support as needed;
  • Monitor maintenance of project offices and activities;                                                                                    

Job Responsibility #2:  Staff Logistics and Fleet Management: % of Time:  25%

  • Ensure arrival / departure of project visitors.
  • Ensure suitable accommodation for visitors
  • Support the maintenance of the project office premises, furniture and fixtures
  • Ensure project staff safety at all time
  • Directs and controls the workflow in regard to maintenance and proper vehicle use
  • Ensure adequate transportation is available for project staff

 Job Responsibility #3:  Overall Property Management: % of Time:  15%

  • Ensure complete project property register is maintained; all items are entered in property register and properly tagged.
  • Reconciles the list of project property annual physical counts against the records.
  • Ensures that all project items in the store are properly registered and stored;
  • Ensures that all necessary formalities of project goods received and dispatched are adhered to at all times;
  • Ensures that all fast moving project stock items are timely transferred and no gap is created;
  • Ensures that computerized project store record is kept of all project assets.

Job Responsibility #4 Partner Support: % of Time:  10%

  • Ensure close collaboration with Partners on administrative report and compliance
  • Train and provide technical support to partners as needed.

Job Responsibility #6 Staff Management: % of Time: 10%

  • Supervises, leads guides and supports field (Sukkhar) Project Administration Assistant;
  • Orients, trains, and coaches project administrative staff;
  • Ensure performance management of project administrative staff as required including: activity/task planning, monitoring, and annual performance appraisals. 

Job Responsibility #7:  Others: % of Time: 5%

  • The duties and responsibilities described above are subject to change, depending on organizational needs.
  • Safety and Security is everyone’s responsibility within CI through full compliance and accountability (as per Principle of the CARE International Safety & Security Principles).

III.  Problem Solving

  • The Administration Officer decisions are prime in terms of the daily functioning and operation of the project offices in planning, managing, coordinating the work. Her/his decisions are contributory in terms of the CO’s long-term development focus and organizational policies and procedures.

    She/he takes disciplinary measures limited to the authority level, authorizes issue of goods.

IV. QUALIFICATIONS (KNOW HOW)

A)    EDUCATION/TRAINING

Required:

  • Bachelors in Management or Business Administration or equivalent combination of education and work experience

Desired:

  • Master’s degree in a relevant field.
  • Training in Office Management

B)    EXPERIENCE:

Required:

  • Minimum of 2-5 years’ experience in Office Administration.

Desired:

  • INGO / NGO Experience.

C)    TECHNICAL SKILLS

Required:

  • Demonstrated technical and managerial ability, sound judgment, ability to interact and work effectively with others at all levels;
  • Good skills in the use of computers;
  • Excellent communication presentation skills and proficiency in English;
  • Excellent and proven experience in strategic planning of human resource management;
  • Firm belief in teamwork, gender equality, transparent and participatory management.
  • Demonstrated leadership ability to inspire and empower others;

Desired:

  • Excellent planning, organizational, and decision making skills;

D)    COMPETENCIES

V. CONTACTS/KEY RELATIONSHIPS:

The incumbent is expected to collaborate with counterpart local government authorities. She/he will also work closely with the Head of Office, Country Office Team and as well as Emergency Response Team deployed in the field Office.

VI. LIVING CONDITIONS AND LEVEL OF TRAVEL REQUIRED.

The Administration and Logistic Officer is based in Sukkhar and is expected to travel 30% of her/his time.
