Since starting operations in Pakistan, CARE has responded with life-saving support to a series of large-scale disasters. CIP works through its local partners and a range of stakeholders for development, as well as emergency response related interventions, which makes collaboration a key component of its work, across the country. We are a nationally inclusive organization that strives to support the most vulnerable communities all over Pakistan, with particular attention to women and girls and youth.

Since the onset of 2022 monsoon floods in Pakistan, CARE International has initiated much needed life-saving humanitarian response for flood affected communities in Baluchistan, Sindh and Punjab provinces. 

I. Job Summary:

Under the supervision of the MEAL Specialist, the MEAL Officer will be responsible to provide technical support to partner organizations in implementation of the monitoring plan, provide strategic advice on data collection, analyze data collected through monitoring and evaluation, and collect information from the implementing partner.

II: KEY RESPONSBILITIES:

% of time: 95%

  • Support program implementation team/IPs in setting up the M&E and accountability indicators for output/outcomes/impact levels in project design.
  • Will make sure the IPs are following the methodology of program implementation agreed upon and achieving the indicators set under the parameters set by humanitarian standards.
  • Understand the basic concepts and standards related to M&E and accountability and quality management in humanitarian service delivery especially Sphere and HAP Standards.
  • Support Project Manager in ensuring complaint mechanism is in place and properly implemented at all levels.
  • Plan and develop processes for assessing and planning capacity building of MEAL teams of implementing partners
  • Work out ways to promote formal and informal learning at various levels
  • Manage field data collection processes and assist the IPs to backstop the project’s field operations in collaborations with gender focal points
  • Conduct field visits to implementing partner field offices periodically to assess progress toward achieving objectives, ensure program compliance and effective implementation according to work plans and providing recommendations for improvement.
  • Facilitate the process of After Activity Reviews (AAR), evaluations to be conducted internally or externally as and when required
  • Ensure proper, regular and timely reporting from field staff and implementing partners by monitoring receipts of monthly component/activity progress statements and quarterly component/activity progress reports and following up with the field operations and CARE Emergency staff and implementing partners on non-reporting.
  • Conduct beneficiary verification survey, Knowledge, Attitude and Practices survey, learning and satisfaction survey, tracer studies and post distribution monitoring of distribution activities.
  • Assist in building strong and functional accountability mechanisms and ensure that these are continuously monitored.
  • Data protection and confidentiality for protection and GBV cases.
  • Maintain and update a complaints and response mechanism database for tracking feedback from communities and ensure that the feedback/complaints are responded to.
  • Develop regular trend analysis of complaints at organizational level and share these with program team as per protocols.
  • Support in carrying out preliminary first verification report in case of serious nature of complaints filed by beneficiaries/communities and support for investigation of that types of complaints as per CFM protocol.
  • Ensure that the agreed action plans are followed in timely manner by program team.
  • Share all information (monitoring reports, CFM databases, preliminary verification reports, case studies etc.) With supervisor
  • Share MEAL findings & CFM issues in each monthly meeting
  • Take an active role in ensuring that staff are compliant in sharing the reports with the donors, member countries and with the relevant online system.
  • Assist in maintaining learning and knowledge management system for the field office.
  • Ensure the key learning’s are incorporated in upcoming plans and interventions.

% of time: 05%

  • The duties and responsibilities described above are subject to change, depending on organizational needs.

III. QUALIFICATIONS AND EXPERIENCE:

A) Education/Training:

Required:

Bachelor’s degree in social sciences / anthropology/ Development Studies/ Statistics.

Desired:

Master’s degree in related field.

B) Experience:

  • Demonstrated 2-5 years of relevant experience with INGO/NGO
  • Pro-active, persuasive, ability to work under stress.
  • Sufficient experience in field monitoring and report writing.
  • Assessment, analytical and planning skills 
  • Strong interpersonal and team building skills and excellence as a team player 
  • Fluency in written and spoken English, local language will be an additional asset
  • Sufficient experience in procurement/financial management of projects
  • Strong computer/internet usage skills

C)  Technical Knowledge and Skills:

  • Excellent working knowledge of MEAL, principles and practical implementation.
  • Demonstrated experience in emergency response MEAL, preferably community based
  • Knowledge of existing good practice and current issues in MEAL work.
  • Project management experience
  • Experience of working through partners
  • Report writing and data analysis
  • Knowledge of a second major international language, highly desirable.
  • Team building and leading.

V. Working Conditions:

The position will be located in Sukkhar with frequent travel to field and partner organizations.
