Job Purpose

Pathfinder is seeking a Sr. Positive Youth Development (PYD) Technical Advisor for the USAID-funded Building Healthy Families Activity (BHFA). BHFA aims to expand access to and utilization of essential healthcare, including quality family planning (FP), and maternal, newborn, and child health (MNCH) services.  BHFA takes a health systems strengthening approach to improving FP/MNCH services—prioritizing the strengthening of leadership, governance, frontline human resources, and policies to gender-equitable family health.  BHFA supports and will contribute to achievement of the Government of Pakistan’s goals of universal access to reproductive health services (including for youth aged 15-24); reaching 55% contraceptive prevalence rate (CPR), increasing rates of skilled delivery attendance; and expanding coverage of essential childhood immunizations.

The team lead will be responsible for overseeing the integration of youth programming by providing technical expertise and ensuring youth issues are mainstreamed across project activities, including training materials, M&E, operations, policies and procedures, and design activities that target or reach youth. The Sr. PYD Advisor will also be responsible for participating in external stakeholder forums and technical steering committees and/or working groups to provide thought leadership, share project learning and evidence, and provide strategic guidance needed to ensure youth issues are prioritized across BHFA.  This position will supervisor one full time staff member:  a youth engagement officer.

  • Provide overall strategic direction and supervision for all youth development activities.
  • Lead technical design and implementation of community and youth development interventions in line with project objectives, USAID priorities, global and regional best practices in youth development, meaningful youth engagement, youth-led organizational strengthening, and service delivery.
  • Provide strategic support to partners for the engagement of youth-led groups and youth activists and foster the development and use of innovative approaches to promote youth leadership.
  • Guide the development and adaptation of training curricula according to identified training needs.  Promote integration of youth responsive FP/RH services across the health system.
  • Support curriculum development for capacity building and strengthening for local community organisations and youth groups.
  • Build relationships with government stakeholders, particularly youth affairs departments,

Capacity Development

  • Oversee training programs for technical skills, with a focus on issues affecting youth for local partners, CBOs, and health service providers in the public and private sector.
  • Provide technical assistance to private sector companies and organizations that deliver FP/MNCH services to improve youth responsive capabilities.

  • Stay abreast of evolving technical priorities and trends in global health, prioritizing youth-related issues, in order to position theBHFA and Pathfinder for success in youth programming.
  • Position Pathfinder to be recognized as one of the foremost authorities in health systems and services resulting in becoming the go-to organization for technical assistance.
  • Provide inspirational technical leadership through participation in internal and external opportunities, presentations and publications.
  • Lead development of technical briefs, implementation learning documentation, job aids, and other tools related to positive youth development, youth leadership, and youth-friendly FP/MNCH.

Minimum Education and Work Experience:

  • Bachelor’s degree related to social sciences, health systems or related field
  • At least 5 years of experience providing youth-focused technical assistance and support to health programs working with youth
  • Advanced knowledge on best practices related to youth development, , and services of programs, including program strategies and indicators, with contextual and ground knowledge of issues related to FP/MNCH
  • Demonstrated experience developing youth strategies and plans, to support implementation on ground
  • Previous experience leading teams and multistakeholder engagement forums

Preferred Education and Work Experience:

  • Experience working on other US Government-funded projects with in-depth knowledge of USAID’S administrative, management and reporting procedures and systems.
  • Advanced knowledge of High Impact Practices related to FP/MNCH targeting young people
  • Working knowledge and demonstrated experience tailoring service delivery to be responsive to intersectional needs of gender and life stage. 
  • Demonstrated excellence in program learning documentation

  • Advanced oral and written communication skills using different forms of media. Ability to translate complex concepts to individuals at all levels.
  • Ability to speak across a range of technical issues within positive youth development and adolescent and youth sexual and reproductive health.

  • Software Applications: Advanced knowledge of MS Excel, PowerPoint, Word and Outlook.
  • Languages: Proven writing and speaking skills using English language and Urdu and/or Pashtu.

  • Passion for Sexual and Reproductive Health and Rights: Commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices.
