Job Purpose

Pathfinder is seeking a Senior Gender & GBV Advisor to serve as part of the technical leadership team of the five -year USAID-funded Building Healthy Families Activity (BHFA). BHFA aims to expand access to and utilization of essential healthcare, including quality family planning (FP), and maternal, newborn, and child health (MNCH) services.  BHFA takes a health system strengthening approach to improving FP/MNCH services—prioritizing the strengthening of leadership, governance, frontline human resources, and policies to gender-equitable family health.  BHFA supports and will contribute to achievement of the Government of Pakistan’s goals of universal access to reproductive health services; reaching 55% contraceptive prevalence rate (CPR), increasing rates of skilled delivery attendance; and expanding coverage of essential childhood immunizations.

The Sr. Gender & GBV advisor is responsible for ensuring gender integration across BHFA activities and collaborating closely with the Positive Youth Development, Social & Behavior Change, Service Delivery, and Community Mobilization Advisors to improve gender transformative and GBV responsive FP/MNCH services at community and facility level. The Sr. Gender & GBV advisor will reporting to the Deputy Chief of Party (DCOP) of and is expected to directly work with the provincial governments and supporting health systems. This would include, but not be limited to, providing technical assistance and guidance for provincial governments for consideration of GBV and inclusion of GBV-responsive services in planning, policy, and programmatic processes; advocating for gender positive and responsive policy and programmatic development, particularly linked to FPMNCH, and leading gender sensitization trainings and capacity building efforts at the provincial level. The Sr. Gender & GBV advisor will spend significant time co-located in government offices and may be seconded to the MoH for discreet deliverables.

Key Job Outcomes:[FC1] 

  1. Strategic Leadership: Work with colleagues across the project to conceptualize, design, and implement evidence-based interventions that address the different needs of women, men, boys, and girls related to gender equity, equality, and prevention of and response to GBV that can be applied across the activity.
  2. Capacity Building and Partnership Development: Support and develop the expertise and capacity of internal staff, project partners, and government partners regarding gender integration for FP/MNCH; ensure that all partners adhere to Do Ho Harm principals when conducting GBV work; Support annual gender training for all project staff; Ensure linkages and coordination with other gender related initiatives, including social development counterparts, other USG funded activities in Pakistan, and other partners in the public and private sector.
  3. Technical Assistance to provincial governments: Ensuring gender & GBV integration within FP and MNCH areas.
  4. Technical Assistance to Project Team: provide technical review of key technical and non-technical documents, implementation plans, MEL, and knowledge products and other deliverables; provide gender technical assistance to all team members, as needed, including technical input on gender and women’s empowerment for the MEL plan; Ensure quality of care for all gender and GBV related services through ongoing monitoring and evaluation.

Minimum Education and Work Experience:

  • Master’s degree or equivalent in public health, gender studies, social work or other related field.
    • Minimum 7 years of experience working on gender and gender-based violence.
    • Commitment to bringing change to achieve gender equality.
    • Knowledge in specific gender issues in public health and sensitivity to local culture and traditions in Pakistan.

Knowledge of FP/MNCH and GBV systems, and intersectional approaches to gender and sexual and reproductive health

  • Minimum 3 years’ experience working in partnership with the government of Pakistan. Demonstrated knowledge of government processes.
  • Direct experience providing gender technical support, capacity building, and delivering training to a range of audiences and participants
  • Demonstrated Ability to work independently or as a member of the team, ability to be detailed-oriented and consistently accurate, ability to manage stress effectively in a fast-paced environment, and ability to quickly learn new systems, processes and procedures and adapt local practices to global standards.
  • Experience developing gender-responsive implementation plans and building a variety of partnerships

Preferred Education and Work Experience:

  • Demonstrated experience and/or education in provision of clinical GBV services.
  • Familiarity with USAID’s administrative, management and reporting procedures and systems
  • Strong networks throughout USAID and USAID’s Interagency Gender Working Group (IGWG) are preferred.
  • Demonstrated leadership in production of technical briefs, publications, and other materials.
  • Working proficiency in Pashtu, Urdu KP, and English
