Job Purpose

Pathfinder seeks a Sr. Technical Advisor – FP to support the USAID-funded Building Healthy Families Activity (BHFA). BHFA aims to expand access to and utilization of essential healthcare, including quality family planning (FP), and maternal, newborn, and child health (MNCH) services.  BHFA takes a health systems strengthening approach to improving FP/MNCH services—prioritizing the strengthening of leadership, governance, frontline human resources, and policies to gender-equitable family health.  BHFA supports and will contribute to achievement of the Government of Pakistan’s goals of universal access to reproductive health services; reaching 55% contraceptive prevalence rate (CPR), increasing rates of skilled delivery attendance; and expanding coverage of essential childhood immunizations.

Under the supervision of the Service Deliver Team Lead/QI Advisor, the FP Advisor will provide technical expertise to design and implement strategies and activities that will increase access to high-quality FP services for women of reproductive age, adolescents, young people, and underserved or marginalized populations in Sindh and KP provinces. The FP Advisor, in coordination with the MNCH Advisor, and others, will collaborate with local and international implementing partners and will provide support to ensure all activities support in-country priorities, complement existing initiatives, and include plans for sustainability. The FP Advisor is expected to work closely with MNCH, Positive Youth Development, Gender, and other advisors for strategic integration across BHFA implementation.

  • Work with colleagues across the project to design and implement interventions related to FP that can be applied across the activity and that are solidly grounded in evidence and ground realities, and take a person centered approach

  • Support and develop the expertise and capacity of internal staff, project partners, and government partners;
  • Oversee training programs for technical skills.
  • Create opportunities to generate ideas, support best practices, promote open innovation, and ultimately increase impact.
  • Develop strong technical leadership team to ensure the company provides state-of-the-art technical assistance.
  • Promote and ensure compliance with all voluntary and rights-based FP policies and regulations

Technical Assistance

  • provide technical review of key technical and non-technical documents, implementation plans, MEL, and knowledge products and other deliverables;
  • provide technical assistance to all team members, as needed, including technical input on integrating FP for gender and women’s empowerment.

  • Promote emerging best practices for service integration to optimize health system capacity and impact

Minimum Education and Work Experience:

  • Bachelor’s degree in a relevant area, such as Public Health, Nursing, Ob/Gyn, or reproductive health required: Clinical degree preferred.
  • Minimum 5 years of professional experience designing, managing, and implementing donor-funded FP/RH programs
  • Proven senior expertise in providing technical support and in developing and implementing effective FP/RH programs in partnership with local and international entities and donors.
  • Knowledge of state-of-the-art FP/RH tools, methodologies, and staff oversight
  • Proven experience in implementing and/or managing FP/Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) projects.
  • Working knowledge and demonstrated experience tailoring FP service delivery to be responsive to intersectional needs of gender, age, and life stage. 
  • Demonstrated excellence in program learning documentation. Documented leadership in production of technical briefs, publications, and other service quality improvement materials

Preferred Education and Work Experience:

  • Familiarity with USAID’S administrative, management and reporting procedures and systems
  • Experience working with young people and/or on programs focused on youth preferred.

Competencies/Attributes:

  • Languages: Proven writing and speaking skills using local languages and English language.

  • Matrix Management: Ability to thrive in a matrix organization.
  • Confidentiality: Ability to maintain confidentiality on work related matters
  • Presentation Skills: Proven ability to make presentations on results and products to small and large groups.
  • Knowledge of community and facility-level FP programming.
  • Experience using learning and data to improve FP programming.
  • Knowledge of the context of Pakistan, including relevant government processes and policies;
