Since starting operations in Pakistan, CARE has responded with life-saving support to a series of large-scale disasters. Through emergency programs, CARE International in Pakistan (CIP) has provided relief, recovery and rehabilitation support to millions of Pakistanis affected by disastrous floods, earthquakes and displacement. CIP works through its local partners and a range of stakeholders for development, as well as emergency response related interventions, which makes collaboration a key component of its work, across the country. We are a nationally inclusive organization that strives to support the most vulnerable communities all over Pakistan, with particular attention to women and girls and youth.

Project Overview:

The goal of this anticipated three-year project is to improve the well-being of the most vulnerable community children - especially girls and those with disabilities - through the provision of inclusive, equitable and sustainable quality education in a safe and accessible learning environment.

The project will address core education improvements for vulnerable communities. It aligns with the National Education Policy recommendations for preparation of future emergencies, school safety, risk assessment, rehabilitation, and disaster management plans for continuation of education services. Furthermore, it is developed in alignment with the objectives of the provincial Education Sector Plans and School Safety Framework by strengthening capacities of teachers, children, and Parent Teacher Associations (PTAs) to mitigate risks in and around schools, and to build school and community level resilience to emergencies. The project will be implemented in 3 districts of KPK and 2 districts of Balochistan.

I.  JOB SUMMARY:

WASH Specialist is a part of a project team for an anticipated project aimed at improving WASH in education institutions. Under the supervision of Senior Project Manager - EiE, the WASH Specialist will be responsible for the formulation, design, planning, implementation, monitoring and evaluation and quality assurance of the construction/engineering of the WASH facilities at the designated locations. The position will ensure consistent high quality, technically viable water, sanitation and hygiene services are provided in an efficient and effective manner. The WASH Specialist is both expected to be able to give specialized technical support, conduct situational analysis in the field and take sectorial leadership. The WASH Specialist should possess strong technical background in WASH facilities' engineering design and overseeing construction work and also be able to work in compliance with gender and protection in emergency guidelines under WASH response. In addition, the WASH Specialist will support in technical write up of new proposals and engagement with existing and new donors of potential funding.

II. RESPONSIBILITIES AND TASKS:  

Job Responsibility #1: Technical oversight on WASH interventions

% of Time:  55%

  • Develop project work-plan for WASH construction/engineering component and monitor compliance to ensure objectives and targets are met/ achieved;
  • Carryout assessment of the agreed schemes, prepare BoQ, drawings, tenders/RFQs in accordance with CARE policies and project requirements;
  • Act as focal point on WASH issues and liaise with relevant actors at different stages of project implementation to follow up on agreements and recommendations;
  • Ensure that an empowering approach to working with communities is employed by ensuring that they are involved in the decision-making process and have ample opportunity to give feedback which is acted upon;
  • Consolidate and provide technical guidance and support to implementing partners and contractors on all water, sanitation and hygiene promotion related issues, to ensure quality, cost-effectiveness, sustainability and environmental soundness in their implementation;
  • Technically lead the WASH interventions to ensure the proposed activities are aligned with CARE global WASH strategies and indicators;
  • Ensure appropriate MEAL activities are in place for all WASH activities;
  • Develop data collection systems to monitor and ensure quality control of all the WASH as well as other construction related activities;
  • Ensure that systems are set in place for the operation and maintenance of all infrastructure developed, including the provision of all necessary trainings to concerned groups;
  • Plan and undertake field visits, and surveys in order to monitor and evaluate WASH construction/engineering project implementation and other assigned activities;
  • Ensure that the public health promotion activities are appropriate to the needs of the beneficiaries;
  • Develop educational material for both staff and affected or displaced people;
  • Ensure that systems are set in place for the operation and maintenance of all water supplies and sanitation facilities, including the provision of all necessary training;
  • Ensure that there is an exit strategy in place whilst designing and implementing all activities related to WASH;
  • Contribute to the budgeting process and give inputs to the financial management of the programme on technical areas.
  • Identify WASH interventions and provide technical guidance whilst developing project action plans, in coordination with local partner, district administration, and other stakeholders, as necessary;
  • Ensure that IP/contractor is working in compliance with gender and protection emergency guidelines under WASH response;

Job Responsibility #2: Coordination and Representation

% of Time:  25%

  • Represent CARE at appropriate forums in coordination with the Senior Project Manager;
  • Lead CARE on WASH humanitarian response and also with other sector key partners;
  • Present the technical side of the CARE programme to the various Government bodies, and other stakeholders, as necessary;
  • Responsible for preparation of donor technical reports, ensuring high quality reporting with accurate information;
  • Develop strategic relationship with existing and new donors and position CARE for additional funding for WASH or integrated projects
  • Serve as technical writer for new project proposal. This will include project design, technical write ups and reviews
  • Ensure good coordination, joint planning and implementation, between the interventions, so that activities could complement each other effectively.

Job Responsibility #3: Logistics and Supply Management

% of time: 15%

  • Ensure proper verification of all WASH supplies being procured by CARE/IP or sub-contractor before delivery to the project sites for quality purposes;
  • Work with the contractor or IP’s focal point and CARE staff (if needed), to develop a procurement plan for WASH supplies during humanitarian response, including procurement of WASH contingency stock;
  • Ensure donor regulations on procurement are complied with at all times and waivers are sought for during the proposal designs, wherever needed. 

Job Responsibility #4:  Perform Other Duties as Assigned

% of Time:  5% 

  • Any other tasks or responsibilities based on organizational and programming need as assigned by Line Manager.
  • Safety and Security is everyone’s responsibility within CI through full compliance and accountability (as per Principle of the CARE International Safety & Security Principles).

III. QUALIFICATIONS (KNOW HOW)

A) Education/Training:

Required:

  • University degree in Civil Engineering or Diploma in Civil Engineering,

Preferred:

  • Additional training in Health Education or Communication for Development (Programme Communication) will be preferred. 

B) Experience:

  • In case of B.S Civil Engineering at least 5 years and for Diploma in Civil Engineering at least 8 years’ practical experience in areas of water, sanitation and hygiene construction/engineering programme planning, management, monitoring, and evaluation with an I/NGO.
  • Experience and understanding of community mobilization in relation to WASH as well as construction activities;
  • Project implementation experience with international donors is required; Experience of working for an USAID-funded project will be preferred;
  • Demonstrated experience of integrating gender and diversity issues into public health promotion;
  • Knowledge and understanding of the complexity related to refugee and TDP situations;

C) Technical Skills:

  • Awareness of and sensitivity towards the particular needs of women in this context;
  • Sensitive to the needs and priorities of disadvantaged populations;
  • Ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations;
  • Proven technical skills of WASH
  • Strong technical writing skills
  • Fluency in English and Urdu (written and spoken); fluency in other local language will be an added advantage;
  • Ability to work well under pressure and in response to changing needs;
  • Capacity to build and manage partner relationships;
  • Monitoring and evaluation skills;
  • Critical analysis skills;
  • Excellent computer skills (MS office).

 IV.  DUTY STATION AND LEVEL OF TRAVEL REQUIRED 

The individual will be based in Islamabad, with 50% travelling to project implementation sites, and partners’ offices.
