Background:

The Pakistan Regional Economic Integration Activity (PREIA) is a seven year (September 1, 2015 - August 31, 2022) that is expected to be extended for a further two years.  PREIA further the development of the country’s trade sector by improving Pakistan’s competitiveness in international markets. The Activity is a key component of USAID Pakistan’s overall economic development program and supports achievement of Development Objective #2 from USAID/Pakistan’s Mission Strategy: “Improving Economic Status of Focus Populations.” The purpose of the Activity is to increase access to international and in particular regional markets in order to enhance Pakistan’s regional economic integration with its neighbors. Focusing primarily on trade promotion and facilitation, PREIA will improve the international trade environment, resulting in increased trade and transit volumes.

Objectives and Duties:

The Regional Trade and Policy Advisor will provide will play a pivotal role in achieving PREIA’s goals of supporting the Government of Pakistan in promoting enabling environment to support international trade and Pakistan’s global competitiveness. The RTPA is a senior-level technical professional tasked with designing, and overseeing the implementation of PREIA’s support to GoP and the private sector to improve business enabling environment with respect to trade.

Essential Duties

  • Provides trade policy development and implementation support to the Ministry of Commerce (MoC) of the Government of Pakistan (GoP) and other relevant stakeholders.
  • Collaborates closely the relevant stakeholders to support MOC in trade policy development, institutional capacity development, and trade negotiations.
  • Collaborates with private sector businesses, academia, and civil society to strengthen the role of private sector advocacy and accountability of trade policies and their implementation.
  • Supervise technical staff or consultants assigned to ensure their career development and effective utilization of skills
  • Report on activities regularly as per PREIA’s weekly, monthly, quarterly and annual reporting schedule; and on ad hoc basis as required.
  • Perform any other additional tasks or assignments as required by the Chief of Party.

Qualifications:

  • Minimum of 10 years’ experience related to international trade policy, trade negotiations, implementation and monitoring of trade policy, regional / bilateral trade agreements, customs conventions and investment agreements.
  • Master’s degree or higher in International Trade, International Business, or related subjects. In lieu of a Master's degree, a minimum of 15 years of relevant experience shall be required.
  • At least 5 years of the RTPA’s experience should relate to trade capacity building in developing countries, with a preference for experience in the Central and South Asia region.
  • An energetic, forward-thinking and creative individual with high ethical standards and appropriate professional image.
  • An extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus.
  • Fluency in English is required.

Supervisory Responsibilities:

  • The Regional Trade and Policy Advisor will supervise the Regional Trade and Policy Assistant.

Base of Operations: 

  • Islamabad Pakistan

Reporting:

  • The Regional Trade and Policy Advisor will report to the Technical Lead of the Project (Chief of Party or the Deputy Chief of Party as directed by the Chief of Party).
