Assistant MEL Manager

Reports to:

  • Monitoring, Evaluation and Learning
  • Direct Supervisor: Sr. Manager MEL

Summary: He/she are required to oversee MEL activities under the supervision and guidance of MEL lead, support in development of project logic models, project M&E framework(s) and plans. He/she will create advanced-level dashboards, establish project review, performance measuring and program monitoring, tracking mechanisms. An MEL person is also required to support in designing and implementation of evaluation studies, collaborate and communicate with an internal functional lead such as program/project team, district team, advocacy team and also required to communicate with global MEL team on regular basis.

Key Job Outcomes:

  1. Strategic and Annual Plan Implementation:

1.1.    Perform complex analysis to identify project requirements, priorities and recommendations to improve performance

1.2.    Develop project metrics/tracker to review performance on regular basis and identify gaps to inform strategic decision making

1.3.    Prepare high-level graphical presentations for various international/national forums, conferences and meetings

1.4.    Support in development of business proposals/funding proposals

  1. Performance Monitoring and Reporting:

2.1.    Ensures program data are integrated with the overall project framework

2.2.    Establish project review and reporting mechanisms to timely identify, monitor, track, report and resolve the critical dependency issues

2.3.    Develop an advanced-level dashboard to monitor and report progress regarding initiatives and activities to the management on regular basis

  1. Evaluation and learning:

3.1.    Support in planning, designing and execution of evaluation studies

3.2.    Develop databases, analysis plan and reporting for evaluation studies

3.3.    Develop research, monitoring and evaluation protocols for timely submission to the IRB for ethical approvals. Develop research & evaluation instruments such as questionnaire, guides, data codebook and research databases

  1. Data Management:

4.1.    Compile databases and provide key results to the senior management for strategy planning and decision making

4.2.    Input all the program/MEL data in the already established Pathfinder’s own DHIS2 and fulfill global/Pathfinder’s requirement for up-to-date DHIS2

4.3.    Implement robust data management systems for quality assurance and prepare quality improvement program reports

  1. Training Design, Development and Delivery:

5.1.    Conducts learning/knowledge sessions, provides regular coaching and support across teams regarding excel, dashboards, project monitoring tools

5.2.    Develops and builds the capacity of key staff and skills for data analysis

  1. Project Management and Coordination:

6.1.    Coordinate with program team, advocacy team and district teams to review project performance and implement effective operational solutions to enhance productivity

6.2.    Provide weekly and monthly updates/reports on achievements against the set targets to the district team and program team

Minimally Required Job-Specific Competencies:

  • Country Specific Public Health System: Good understanding of the countries’ public health systems
  • Sexual and Reproductive Health and Rights Services: Good understanding of family planning and reproductive health principles, practices and services of programs, including program strategies and indicators, and the latest professional developments in SRHR, including special challenges faced in the developing world, and related measurement issues
  • Dashboard Development and Reporting: Excellent knowledge and skills in dashboard development, project logical model/framework development, project performance tracker. Sound knowledge of in-depth analysis of program data and development of key performance monitoring report
  • Data Management: Proven knowledge of data systems, database integration, data integrity and data collection methods/tools
  • PC Applications: Proven ability to apply programming and excellent functional application of MS Excel
  • Program and Project Planning, Management and Coordination: Excellent skills in program and project management and planning to fulfill performance monitoring, including the timely implementation and reporting of donor-funded program activities. Excellent skills in facilitating work relationships between partners and across function

Minimally Required Organizational Competencies:

  • Software Applications: Excellent knowledge of MS Excel, PowerPoint and Word
  • Languages: Excellent writing and speaking skills using local languages and English language
  • Communication and Influencing Skills: Ability to influence others, including donor agencies and local partners, through diplomacy and proven oral and written communication skills.
  • Passion for Sexual and Reproductive Health: Commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices

  • Confidentiality: Ability to maintain confidentiality on work-related matters.

Minimally Required Education, Training and Experience:

  • Master’s degree in statistics, social science; or a related field with at least 4-6 years related experience, including work in development sector, program designing, quality management/improvement or measurement and evaluation; experience in the development and monitoring of national/international donor programs/projects
  • Bachelor’s degree in statistics, social science; or a related field with at least 5-8 years related experience, including work in development sector, program designing, quality management/improvement or measurement and evaluation; experience in the development and monitoring of national/international donor programs/projects
  • Prefer:  Experience doing business development work, business analyst, project performance monitoring work
  • Advance knowledge of research methods including both quantitative and qualitative
  • Prefer: Experience with USG funded projects
