Background

In Pakistan, despite being a natural process, menstruation is cloaked in secrecy and negativity and is associated with cultural and religious taboos. Social taboos and stigma attached to menstrual hygiene management (MHM), low literacy level among girls and women generally, less awareness about menstrual hygiene management, and no or difficult access of girls and women to low-cost quality sanitary materials are some of the reasons that negatively impact the health and overall well-being of adolescent girls and women and further aggravate to their extreme marginalization. The situation even worsens in the rural areas where socio-cultural and religious norms are deeply entrenched and due to rigid behaviours sensitive issues like menstruation had never been openly discussed. Educated women including teachers and mothers are reluctant to talk and discuss the issue of menstruation.

WaterAid is implementing a menstrual hygiene-focused GAC-funded project in District Thatta of Sindh Province. The HerWASH Project aims to enhance the Menstrual Hygiene Management (MHM) of women and adolescent girls in Pakistan. This will be achieved through two pillars:

  • Increased government and civil society responsiveness to the menstrual hygiene needs of women and adolescent girls
  • Increased utilization of gender-sensitive menstrual hygiene facilities and product supplies in schools, healthcare centers, workplace, and communities

WaterAid has already approved manuals for teachers and adolescent girls who participate in WASH clubs. The current assignment will help in the development of a manual for healthcare workers, who will be trained as master trainers and eventually will cascade these training at the district level. At district Thatta, (Mirpur Sakro Taluka) WaterAid is also rehabilitating toilets to make them women-friendly in healthcare facilities.

Assignment Objective

The overall objective of this assignment is to provide healthcare workers with information on menstrual hygiene that supports their work with women and girls

The specific objectives are:

a)    To conduct two provincial level trainings of healthcare master trainers at Sindh Province level on manual developed by WaterAid

Scope of Work

Under this assignment, the individual consultant/firm responsible to:

  • Training Modules Finalization: Consultant will be expected to incorporate changes suggested by Health department in existing manuals
  • Training of Master Trainers: Conduct a tailored training of Master Trainers (mainly doctors) with cascading strategies at provincial level (in Sindh) according to the training manuals
  • Report writing: a final report of all the training events

Deliverables

The consultant is expected to deliver the following:

The following deliverables are anticipated as outcomes of the proposed consultancy.

  • An inception report delineating the process of designing and executing Master training for doctors
  • Agenda, presentations, handouts, evaluation, and other required tools for 3-days training
  • Conduct 2 trainings for 30 participants each (Health Department and People’s Primary Health Initiative)
  • Management of logistics arrangements (food, boarding lodging, per diems and transportation) and coordination for all workshops and coordination with participants
  • Training reports with pre and post evaluations, and pictures/videos of activities and required annexes
  • District level training Cascading Plans (developed by the district coordinators and reviewed and finalised by the consultant)

Reporting Lines

In all matters related to this assignment, the consultant will report to the Manager (HerWASH) based at WA Pakistan Office, Islamabad.

Intellectual Property Rights

All documents and knowledge generated as part of this assignment (manuals, reports etc.) shall remain the sole and exclusive property of WaterAid Pakistan.

Duration of the assignment

Although the work undertaken for this assignment will be for specific days (as mentioned in the table below); however, WaterAid intends to enter into an agreement for overall two months commencing from the agreement signing date.

Pre-Requisites for Consultants

The consultant/ team proposed to be leading the assignment is required to have the following qualifications:

  • The lead consultant should have a minimum master’s degree or equivalent in the Social Sciences or public health, preference will be given to people with Public Health background
  • Proven relevant work experience in the field of manual development for health professionals and trainings. Experience of working on the theme of menstrual hygiene management (MHM) will be preferred.
  • Demonstrated knowledge and experience in conducting training needs assessment
  • Excellent writing, editing, and oral communication skills in English and have team members to transform it in Urdu and Sindhi languages
  • Personal knowledge and/ or access to the project area (i.e. district Thatta and other parts of Sindh) and local language for communicating with the intended audiences

Evaluation Criteria

The technical proposals will be evaluated according to the “evaluation criteria” below and the technical qualification threshold point is “70”. Financial offers of ONLY successful candidates will be opened.
