Background:

Pakistan Red Crescent Society seeks to be the leading humanitarian organization of Pakistan committed to preventing and alleviating human suffering while acting in compliance with the fundamental principles and humanitarian values of the Red Cross and Red Crescent Movement. It was founded in 1947 with a unique role as auxiliary to the Pakistani Government, with programs and offices throughout the country. PRCS with the support of Norwegian Red Cross (NorCross) is currently implementing Access to protection and health for vulnerable people in tribal areas (Orakzai) and Access to protection and health for vulnerable people in North and South Waziristan. The Project aims to improve the health and wellbeing of the affected population in Orakzai, North & South districts through provision of primary healthcare services, with a focus on addressing the needs of women and children. Within the project, 7 basic healthcare units are established, (03) in Karghan, Daran & Akhun Kot Villages of Orakzai TD respectively & 4 Basic Health Units, 2 in North Waziristan & 2 in South Waziristan that are fully functional.. The functional 5 units of Orakzai, North & South TDs are being strengthened and equipped with mobile health units to improve access to reproductive healthcare services as well as basic psychosocial support within the districts.  The project focuses on community health by conducting Health and hygiene session to improve hygiene practices in the community. However, under WASH activities the special attention is given to institutional and community WASH interventions.

Training Objective:

The overall objective is to built capacity of health & hygiene promotion teams to understand and improve knowledge & skills on different hygiene promotion approaches as per PATS,PHAST,CHAST approaches and sphere standards, so that they will further conduct the activity at communal level

The specific objectives of the training are as follows:

-          To create a well trained pool of human resource at field level capable of health and hygiene promotion as per PATS, PHAST and CHAST approaches and SPHERE standards on WASH.

-          To implement appropriate health and hygiene  promotion approaches in the planned  projects activities in the targeted areas.

-          Equip trainers, facilitators, and participants with skills in community governance, good leadership, problem-solving techniques, and behavior change for hygiene promotion and sanitation programs.

-          To orientate PATS,CHAST, PHAST facilitators, volunteers, and hygiene promoters on advocacy, social mobilization, and planning to address hygiene and sanitation problems.

-          To educate, enable and empower the staff to gain awareness of their water, sanitation and hygiene situation through participatory activities

Scope of the work:

  1. Development of training material

The training personnel will be required to develop Trainer’s Manual and IEC material/handouts (to be given to the participants of training. Training materials/manual will include visuals/illustrations, Background Material, and detailed session plans). Trainer will be required to develop activity-based sessions for training and training manual.

Draft copy of Trainer’s Manual will be submitted to Norwegian Red cross for review and the individual will be responsible to induct all proposed suggestions from Norwegian Red cross. Training will be delivered after approval of Trainer’s Manual from Norwegian Red cross.

Final copies of Trainer’s Manual and IEC material/handouts will be submitted to Norwegian Redcross in well-designed printable version.

All training material developed under this consultancy will be the property of Norwegian redcross. The individual consultant/consulting firm or any of its representative will not use part or whole of the training material for any other assignment  or any other client without written prior permission from Norwegian Red Cross.

2.       Training Delivery:

The Firms/Institution/Individual consultant will deliver the training on the aforesaid contents and the training module and session plans approved by Norwegian Red cross.

3.       Reporting:

The firm/institute/individual has to submit detailed report of the Training (on the given format) to the Norwegian Red Cross. The firm/institution/individual must submit detailed report of sensitization training on GBV as per following format

-       Title page

-       Table of contents

-       Introduction and training objectives

-       Training schedule (with date, location, session,)

-       List of participants

-       Attendance sheets and registration form

-       Results of pre- and post-test with analysis

-       A group photo and a few more photos of training activity

-       Participants’ feedback about training and trainer (analysis of training evaluation

-       Training proceedings (brief)

-       Annexures: TOR of training, handouts, pre and post tests ,training evaluation form, any other document

  • Planning & preparation  of the training manual and training area, provision of the training, final report submission, delivery of the training materials tools.
  • Develop and produce custom PATS/PHAST toolkit or IEC materials for beneficiary and training participants.
  • Develop PATS/PHAST and CHAST Work Plan for community action.
  • Improvement of existing tools and IEC material of PRCS

Deliverables

  1. Develop a plan for Pakistan Approaches to Total Sanitation (PATS) training
  2. Conduct 05 days training for all participants.
  1. Use of Interactive and activity based methodology.
  2. Provide technical assistance for planning, implementation, monitoring, and reporting of PHAST and CHAST related activities.
  3. Training Manual, IEC Material /hand out on subject training (2 hard and 2 soft copies will be submitted in ready-to-print version).
  4. A brief report of the training including evaluation results of the participant submitted to the PRCS/NorCross.
  1. Development of a Work Plan for community involvement and empowerment through CHAST & PHAST Approach.

Trainers’ responsibility

  • Preparation:  Conduct consultation/discussion with PRCS/NorCorss Project team specifically with the Health and WASH team to be clear on the area of training context and others as required.
  • Implementation:  conduct the training properly for the targeted participants.
  • Report: The Trainer will write and submit a comprehensive final training report including an evaluation of the participant, deliver training materials /tools, and reporting template for PRCS/NorCross.

Norwegian Red Cross is responsible to

  • Arrange training place (Venue, stationaries, refreshment) for the planned dates.
  • Travel and accommodation will be arranged by NorCross.
  • Effect the trainer’s fee 100% after completion of the training and report submission.
  • Record all the training manuals and any documentation related properly.

Organization and Timing

The training will be facilitated and led by the consultant from preparation to completion of the work and report submission, which will also be assisted by the NorCross. The assignment is expected to take place over a total of 15 days to complete the full training.

Competency and expertise requirements

  1. The professional trainer who is going to manage this assignment must have a master’s in social sciences preferably in Public health, health promotion, WASH, or related fields with at least 8 years of experience.
  2. Analytical and conceptual ability.
  3. Demonstrated understanding of health, hygiene promotion behavioral change communication methods & approaches with good experience in conducting health and hygiene promotion training.
  4. Knowledge and experience of PATS. CHAST & PHAST activities in addition to other WASH and education interventions.
  5. Team training, capacity building, and management skills.
  6. Preference will be given to a candidate with an experience in the organization working in WASH and PATS/CHAST and PHAST related sectors.
  7. Written and verbal knowledge of English and Urdu.

Evaluation of Applicants

The consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal. The award of the contract would be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Only the highest ranked candidates who would be found qualified for the assignment will be considered for the Financial Evaluation

Technical Criteria - 70% of total evaluation – max. 35 points:

  • Specific experience of the consultants relevant to the assignment: [10]

Financial Criteria - 30% of total evaluation – [max. 15].

Application Process

Interested candidates should submit their tentative budget and application material by June 15, 2022.

The application should include:

  1. Training proposal, outlining a draft agenda and topic overviews, and training methodologies (maximum 10 pages)
  2. Financial proposal outlining consultant fee (daily rate in PKR), expenses and proposed terms of payment. Travel and accommodation costs are not to be included (to be arranged and covered directly by NorCross).
  3. Curriculum Vitae detailing relevant experience related to the assignment and references; please attach one example of similar training held in the past.

Consultancy evaluation and award

NorCross, together with PRCS, will evaluate the proposals that meet its requirements and award the contract based on the technical and financial feasibility. PRCS and NorCross reserve the right to accept or reject any proposal.

Note: The applicants cannot discuss proposed content of the agenda/application with PRCS/NorCross prior to submission. The applicants are requested to submit their application based on the information provided in the terms of reference only. Upon selection of applicant, PRCS and NorCross will engage in dialogue regarding agenda and content.

Note for Record (NFR)

Payments shall be released after the submission of final training report by the consultant, based on the satisfactory provision to the NorCross.
