Here at Human Appeal we have an exciting opportunity for a MEAL Coordinator to be based at our Pakistan office. This is a 12 month fixed term contract, with potential for permanent role depending on availability of funding and in return you will receive a competitive salary of PKR. 150,000 per month depending on your experience. You will be reporting to the Country Director (CD), Pakistan.

Main Job Purpose

Together with the support from the CD, Head of Programme, Programme Managers & Thematic Specialists, based in Islamabad, the MEAL Coordinator will have a key role in establishing and mainstreaming MEAL systems across HA programmes in Pakistan. S/he will implement and revisit the programme MEAL framework, focusing on building the capacity of relevant programme staff, as well as promoting and fostering a culture of shared learning and accountability and promoting innovation within the country programme. This includes supporting in the development and integration of accountability, learning and programme quality standards in programme assessments, design, monitoring, review and evaluation as well as consistent documentation of learning and progress in this area.

Some of the Essential Job Responsibilities

Programme Support:

  • Design, monitor and revisit an organizational MEAL framework and ensure its integration in all projects. 
  • Assist Programme Dept in developing/updating programme/project focused MEAL frameworks and tools and work with the country office and area teams in all locations to implement MEAL framework and tools.
  • Ensure all approved projects have the following by the start of the project: log frame, M&E plan with defined indicators, M&E calendar, Indicator tracking table (ITT), Detailed implementation plan (DIP), field-level data collection tools, and databases for collection, consolidation and reporting.
  • Extend consistent support in designing TORs, study design and tools to thematic specialists in conducting sector/theme focused research studies, position papers, policy briefs.
  • Extract, consolidate and collate information from secondary sources related to strategically focused themes that can be used as a ready reference while designing and developing concept notes and project proposals. 
  • Coordinate with provincial offices and finance teams that donor and partner compliance is ensured in programme delivery, transactions and reporting
  • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Core Humanitarian Standards (CHS), Sphere Charter and Red Cross Code of Conduct.
  • Implement accountability mechanisms at field level.

Capacity Building:

  • Work as a mentor and build the capacity of the Human Appeal team in institutionalizing the MEAL system.
  • Conduct training and awareness-raising activities for operations and implementation staff at country office and field level regarding MEAL priorities and quality standards.

Representation & Organizational Learning:

  • Ensure that HA work has coordinated with efforts of other agencies and Government, and support interagency coordination forums, advocating for the specific needs of communities, we are working in.
  • Develop a strategy for identifying, reflecting on and disseminating learning internally and externally.
  • Take lead in designing and conducting the Lesson learning workshops. 
  • After review and reflection workshops, prepare lessons learnt reports and conducting accountability mechanism pilots.

Experience and Technical Competencies

  • University degree in Business Administration, Economics, Statistics and other related disciplines, a Master degree is preferable.
  • Minimum of 7 years' experience in monitoring and evaluation activities for donor-funded initiatives.
  • 3 Years in Leading M&E Role Experience in monitoring and evaluation activities.
  • Experience in designing, developing, roll out and training on MEAL & Reporting mechanisms and tools.
  • Demonstrated experience and knowledge in developing and implementing M&E framework of projects and overseeing the collection and analysis of qualitative and quantitative data.
  • Excellent research and data analysis skills
  • Excellent awareness of community mobilisation methods and knowledge of participatory tools and approaches for assessment.
  • MS Office Suite, computer literate and Knowledge on using GIS, SPSS and other analytical tools.
  • Excellent written and spoken English and Urdu.
