Secours Islamique France is seeking an experienced Pakistani national consultant for the following contract:

Development of District Disaster Risk Management Plan and, Conduct Training of Relevant Stakeholders around DRM Planning and Climate Change Adaptation in district Orakzai, Khyber Pakhtunkhwa”

Background

Secours Islamique France (SIF) presents its compliments to PDMA Punjab Province, Islamique Republic of Pakistan. Founded in 1991, Secours Islamique France (SIF) is a non-profit and non-political organization dedicated to alleviating the suffering of the poorest people. Secours Islamique France (SIF) is registered in Pakistan and has signed MOU with MOI Pakistan.

Project Methodology

Secours Islamique France (SIF) is present in the Orakzai district since November 2017 to support the rehabilitation of WASH facilities, ensure food security, improve livelihoods and initiate agriculture development of returned families through different projects. These interventions led to the sustainable development of the conflict-affected communities of the targeted areas and contributed to ensuring the sustainable return of the displaced vulnerable population. In 2022 currently, SIF is implementing its Livelihood Economic Activities and Development (LEAD) Project district Orakzai. The project mainly focused on three components like Food security and livelihood, WASH, and Disaster Risk Management (DRM).  Under the DRM component, the overall purpose is to develop the capacities of relevant stakeholders on disaster risk management planning and climate change adaptation; and to formulate a strategic operational document for disaster risk management at the district level encompassing all the aspects related to disaster management policy, strategies and actions, along with roles and responsibilities of key stakeholders.

Specific Objectives:

To strengthen the disaster resilience of stakeholders through an integrated climate change and disaster risk management approach”.

 Terms of Reference

The Consultant will be responsible to conduct the first one 3 days capacity building training on disaster risk management, planning, and climate change adaptation. After during and after capacity building training start the consultative process for the development of a district disaster management plan development (DDMP) in the Orakzai district. Qualifications of the Consultant

  • Expertise in the field of disaster risk reduction and management training, proven experience in the development of district disaster management, DRM road maps development.
  • Proven training facilitation experience on the district level in Pakistan, particularly in Khyber Pakhtunkhwa;
  • Proven skills and experience in developing training manuals that can be understood by field practitioners and laymen;
  • Experience in the development of disaster risk management plans and leading consultation process at district and provincial levels;
  • Excellent writing and documentation skills in English, Urdu and working knowledge of local language Pushto
  • Results-focused and accountable.

  • Financial proposal, including consultant per day fee-only as all other arrangements will be done by SIF.
  • Annexes of the CVs of persons envisioned as Resource Persons.
