Program Overview

The Land Registration in Merged Areas (LRMA) activity is a United States Agency for International Development (USAID) funded project that will support the establishment of a land registration system in the seven districts of the Merged Areas. The activity will improve the accessibility of land records; effectuate land transactions; allow the use of land as collateral and complement the Government of Khyber Pakhtunkhwa’s efforts under the Settlement and Land Record activity.

Overview of the Position:

The LRMA Activity is seeking a management consultant to conduct an assessment of the financial and operational sustainability of land administration Service Delivery Centers in the Merged Areas.

The LRMA Activity, upon request of GoKP, is facilitating the implementation of a flagship pilot project (project) of the Government to prepare accurate land settlement and registration records, and creation of digitized cadastre for 7 sub-districts of Merged Areas (MAs) through use of modern IT and GIS equipment and satellite imagery. Upon completion of land records and cadastre database in an administrative unit of a sub-district, Service Delivery Centers (SDC) will be established for updating the records and providing beneficiaries with land related services replacing the much-criticized un-transparent conventional system.

As a product of earlier digitization of existing land records project, a pilot SDC was established in Mardan in 2014. The number of operational SDCs has now increased to 22 with another 24 outlets to become operational by the end of calendar year. The SDC in Mardan has gained substantial momentum to achieve the objective of providing services to the land right holders. In order to evaluate the efficacy and sustainability of the SDC in coverage of services, outreach, working structure, and business processes for design, functional assignment and management structure of SDCs in MAs, the LRMA Activity intends to hire the services of an expert to conduct an assessment of the center. The assessment will cover a period of three years from July 2019 to June 2022.

Major Responsibilities:

 

  • Capture data of positions (vacancies with basic pay scales) created during the period under review for operation of the service delivery center and appointments made annually on the positions so created.
  • Assess the relationship of the positions with delivery of services relating to land records so as to determine the rationale for the creation and retention of positions.
  • Evaluate the workload in the service delivery center and determine whether the scales and number of positions created and retained in the service delivery center are commensurate with the existing and emerging workload.
  • Assess budgetary implications for creation and retention of positions and actual expenditure made against every position created or continued during the period under review.
  • Tabulate (year-wise) the whole range and number of services (for example copies of record of rights and attestation of mutations etc.) delivered at the center.
  • Compile (year-wise) the rates and details of taxes, fees and charges collected for delivery of services during the period under review.
  • Calculate average time taken in delivery of each service and determine whether the time taken conforms with business processes for delivery of the service.
  • Assess the annual operational costs, including costs associated with replacement and repair hardware, fixtures and furniture, of the service delivery center.
  • Calculate the annual subsidy provided by government for the operations and management of the service delivery center.  
  • Make recommendations for possible models for full cost recovery of SDCs through fees and services.
  • Recommend action(s) for improving performance of the service delivery center and satisfaction level of users.

Supervision and Work Location:

 

The Service Delivery Center (Mardan) Sustainability Assessment Consultant will be based in Peshawar, Pakistan. He/she will report to, and coordinate closely with the LRMA Senior Land Governance Lead. In addition, the consultant will liaise with LRMA’s international land advisor, Private Sector Development Advisor, and other members of the LRMA technical team as required.

 

Minimum Qualifications:

 

  • Minimum 10 years’ experience of service delivery in government or the private sector
  • Graduate qualification in business administration, public administration, finance, or a related field.
  • Experience with budgeting and business process engineering,
  • Management-level experience
  • Excellent research, analytical and problem-solving skills,
  • Fluency in English required, and Pashto and Urdu language skills strongly preferred,
  • Extensive knowledge of MS Office,
  • Familiarity with the land administration and management system in the region is an advantage, but not essential
  • Communicative, dynamic in actions, committed and optimistic,
  • Meticulous, precise, reliable and fair.
