ROLE OVERVIEW

USP intends to hire the services of a Resource Mobilization & Donor Relations Specialist to be based in our Pakistan office under Global Health Manufacturing Services program. The Resource Mobilization & Donor Relations Specialist will support the USP Pakistan leadership, working closely with regional and US-based staff to identify new resource mobilization opportunities to grow USP Pakistan’s portfolio in health systems strengthening and public health. S/he will use an entrepreneurial approach to develop drafts in coordination with regional and global technical staff and a US-based global business development team. The Specialist will ensure alignment with donor-defined priorities, ensure projects demonstrate impact, and offer value for money. S/he will be proactive in identifying new and non-traditional sources of funding from a range of institutional donors and will develop and implement of Resource Mobilization Strategy as a sub-set of the Asia Regional new business strategy.

RESPONSIBILITIES

The principal responsibilities of the Resource Mobilization & Donor Relations Specialist are as follows:

  • Work with the Pakistan team and senior leadership to draft a Resource Mobilization Strategy.
  • Under the guidance of the Senior Management, the Specialist shall ensure external engagement, deepen the impact of communications work, and identify key priorities, channels, audiences, and messages to establish an appropriate public image for USP Pakistan, internally and externally, in line with USP International values and culture.
  • Generate new leads, identify, and contact decision-makers, screen potential opportunities that are non-competitive, and provide a rationale for pursuing if relevant. For competitive opportunities, share with the Global Business Development team for a Go/No-Go decision.
  • Take a lead role in the development of proposals, presentations, and assist in developing communication materials to showcase the impact of USP’s work to potential donors and partners.
  • Monitor and evaluate public health/industry. Trends and liaise - with management and stakeholders to discuss and update the resource mobilization strategy.
  • Support the proposal development process, including responding to RFP requirements, content creation, budget development, and collating inputs from various sources within the organization.

REQUIREMENTS 

  • Bachelor’s degree or Master’s degree in Public Health, social sciences, humanities, development studies, human rights, political science or other relevant discipline or relevant experience.
  • Minimum 4 – 5 years of progressively responsible experience in resource mobilization, proposal development, business development, communications, knowledge management, Public Health Systems Strengthening, or other relevant themes.
  • Excellent writing, reasoning, communication, and analytical skills.
  • Proven experience in developing successful proposals and/or tender bids to various bilateral, multilateral and philanthropic donor organizations.
  • Experience in developing successful proposals to private donors – trusts and foundations.
  • Understanding of logical frameworks as a tool to develop the theory of change and intervention logic.
  • Excellent interpersonal, communication, and negotiation skills to work effectively in a multi-cultural environment.
  • Ability to prioritize own workload and work with minimal supervision.
  • Ability to lead technical proposal development efforts.
  • Excellent Computer skills MS Office

PERIOD OF PERFORMANCE 

The scope of the work defined herein should be implemented in 2022; the assignment will be for 30 working days from the date of the sign of the contract. Renewal will be subject to performance and funding.

GEOGRAPHIC AREA

The selected individual will work with the USP Pakistan team based in Islamabad.

EVALUATION CRITERIA
