Project Summary:

CABI is implementing commodity value chain project “Strengthening Vegetable Value Chains in Pakistan” funded by Australian Centre for International Agricultural Research (ACIAR). The aim of this project is to strengthen the value chains of three vegetable crops in Pakistan using a community-based approach. The targeted crops in this project are onions, potatoes, and tomatoes. By building the capacity of participants in these value chains, including farming families, traders, and intermediaries, the project seeks to improve household income and livelihoods of resource-poor communities. The partnerships established in the project will enable project outcomes to be scaled out after its conclusion.

Position Summary:

CABI requires the services of an expert with strong background in implementing and evaluating agriculture value chain projects to lead final assessment of the project’s achievements and the extent to which promising results reported in the midterm and previous evaluations have been sustained. The expert will examine the effectiveness, efficiency, and sustainability of the project’s development approach, and extract lessons for ongoing and future agricultural development activities.

The final assessment specified three questions and three sub-questions. Questions in bold type represent the main questions while those in normal type are developed to elaborate the main questions.

Question 1: To what extent was the project design appropriate in achieving the desired results? 

  1. Relevance: How well was the project focused on the needs of beneficiaries?
  2. Effectiveness: Did the project accomplish its objectives, especially given the shift from livelihoods to a more business-oriented approach?

Question 2: To what extent has the project design resulted in sustainable impacts?

  1. Are the activities and results likely to be sustained after the project is completed?

Question 3: To what extent did interventions improve the empowerment of women in the target regions?

The assessment will begin on or about May 23, 2022 and finish by the end of June 2022. The anticipated level of effort for the consultant is approximately 35-40 person-days. The team will include a M&E Coordinator, M&E Officer, Project Manager and other support as necessary.

Key responsibilities:

The consultant/expert will be responsible to conduct the following activities:

  • Provide horticulture/agriculture and commodity value chain sector expertise to the design, planning, implementation, analysis, and reporting of the assessment
  • Participate in the team planning workshop and develop data collection instruments, and a data collection plan
  • Participate in a briefing with project team prior to field work
  • Coordinate with project team to organize interviews and meetings for the assigned assessment areas
  • Conduct interviews (KII’s and GD’s) with project stakeholders and prepare detailed notes
  • Analyze qualitative and quantitative data
  • Identify and document findings, conclusions, and recommendations on area(s) assigned in the assessment
  • Present assessment results to project team
  • Prepare the final assessment report

Qualification/ Experience:

The qualified consultant/expert should have proven track record of similar assignments on regular basis. Minimum qualification and experience for this assignment / consultancy are as under:

      i.         At least a master’s degree in agriculture or another relevant field and 10 years of professional experience or a Ph.D. with at least 5 years of experience.

     ii.         Knowledge of the horticulture and vegetable value chain in Pakistan.

    iii.         Knowledge of the agricultural research structure in Pakistan.

   iv.         Demonstrated experience of evaluating development projects.

     v.         Excellent communication skills, especially in written and spoken English.

   vi.         Fluent in quantitative and/or qualitative research methods.

  vii.         Ability/willingness to conduct field work.

Terms & Conditions:

Consultant will work closely with the CABI team for revising the drafts as per convenience and better understanding of project team. Expert will provide final draft copy after addressing all comments from CABI team.

Duration:

This consultancy will be for 40 days from the date of contract.

Remuneration:

The remuneration of this consultancy work will be 13,000 PKR per day and in total 520,000 PKR. All travels and accommodation in the project areas for data collection will be provided by CABI.
