Chemonics International seeks a Deputy Chief of Party for its USAID Pakistan Investment Promotion Activity (IPA). IPA is a 5-year project that aims to promote a more stable, peaceful, and prosperous country by removing barriers to investment and trade by facilitating Pakistani-led improvements in government regulations, increasing the ease of doing business, and improving the overall investment climate.

The position Deputy Chief of Party will be under the supervision of the Chief of Party and will work in technical coordination with the Business Enabling Environment lead and Senior Manager Grants and will directly manage the U.S.-Pakistan trade and investment specialist, the FDI mobilization specialist and Investment Promotion Associate.

The Deputy Chief of Party is second in command to the COP and may serve as Acting Chief of Party as assigned. The DCOP carries out activities designed to meet the project objectives, including the integration, coordination, and successful implementation of activities and office management and administration. The DCOP is considered key personnel and directly contributes to the successful implementation of all aspects of the project’s work plan and achievement of the project objective.

The term of assignment is for the life of the project, subject to satisfactory performance. At all times candidates must adhere to, and act according to Chemonics’ Professional Code of Ethics. This position will be based in Islamabad, Pakistan.

 

Specific Tasks and Responsibilities: As directed by the COP or his/her designee, the DCOP shall perform the following general functions:

  • Provide technical leadership, management, and technical direction to technical teams.
  • Works with international and local businesses, federal and provincial governments, and other stakeholders to ensure optimal design and implementation of business enabling and trade and investment reform work plan in alignment with project objectives and indicators.
  • Determine priority reforms and develops strategic approaches and tactics.
  • Support implementation of demand-driven business reforms with stakeholder inputs.
  • Oversee engagement of Pakistani and U.S. firms and investors to increase exports and FDI.
  • Oversee transactions partnerships to leverage investments in domestic markets.
  • Contribute to achievement of contractually required operational and technical deliverables, including the development of strategy documents and ad-hoc reports requested by USAID.
  • As directed by the COP, support client relationship management.
  • Respond to ad hoc technical and financial requests from Chemonics’ Washington office.

 

Qualifications:

  • Bachelor’s degree in international trade, finance, economics, business administration, public policy, or a related field. Master’s degree preferred
  • 8+ years of experience in Investment promotion, international trade, private sector development, FDI, and/or institutional reforms
  • Familiarity with USAID contracting regulations and experience of working on USAID projects in the past
  • Excellent written and oral communications skills
  • Fluency in English and Urdu languages required
