Terms of Reference (TOR)

  1. Background:

Legal Aid Society (LAS) is working with the Government of Sindh (GoS) to strengthen the state’s response to instances of sexual violence in the province. The project revolves around the implementation of the Anti-Rape (Investigation & Trial) Act 2021 and the Criminal Laws (Amendment) Act, 2021. In pursuance of the recent amendments in the law, LAS is setting up a pilot Anti-Rape Crisis Cell (ARCC) at Jinnah Postgraduate Medical Center (JPMC). The pilot will provide medico-legal examination, free legal aid, police services and psycho-social support to victims and survivors of Sexual and Gender-Based Violence (SGBV) and self-harm under one roof.

 

As an integral part of the team at ARCC, LAS requires an experienced psychologist as a consultant who can provide psycho-social support and conduct assessments of the survivors and victims of SGBV crimes being received at JPMC’s medico-legal center where the ARCC will be based. 

     2.    Scope of Consultancy and Expected Deliverables:

The objective of this consultancy is to conduct psychological assessments of the SGBV survivors and victims who are being received at JPMC in Karachi. This is a contractual position from 1st July 2022 to 31st December 2022, from 11 am to 3 pm for 5 days a week (Monday to Friday).

 

LAS requires services of a psychologist with demonstrated experience and expertise of working with SGBV victims and survivors. The psychologist consultant is expected to undertake the following tasks:

  • Conduct psychological assessment of the SGBV survivors and victims being received at JPMC.
  • Conduct exploratory psychological assessment of self-harm cases to determine a possible history of SGBV.
  • Take detailed notes from the assessment in the psychologist’s notebook available with the Office of Additional Police Surgeon, JPMC.
  • Report the findings of the assessment on the medico-legal certificate available with the Office of Additional Police Surgeon, JPMC.
  • Conduct re-assessment or a follow up assessment if needed by the beneficiary or if required by the Office of Additional Police Surgeon, JPMC.
  • Refer the beneficiary to free of cost mental health clinics where necessary through JPMC and LAS’ partnership.
  • Participate in bi-weekly check-ins with the supervisor to report red flags and lessons learnt.
  • Submit a monthly report including the number of assessments conducted, number of follow ups scheduled and conducted and number of referrals made for continued mental health support through JPMC and LAS’ partnerships.

       3. Payment Schedule:

The consultant will be paid on a monthly basis from July 2022 till December 2022 upon the submission of a monthly report to LAS.

       4. Required Expertise and Qualifications:

  • Masters in Clinical Psychology from an accredited university.
  • 3 years of demonstrated work experience with victims and survivors of SGBV including rape, sodomy, sexual abuse and domestic violence.

       5.  Required Documents for Application:

  • Technical proposal (writing samples) based on the TORs mentioned above, should include the above-mentioned expected deliverables.
  • Financial Proposal.
