The Project Background and Objectives

Delivering Accelerated Family Planning in Pakistan (DAFPAK) programme aims to expand access to quality family planning (FP) services in the public and private sectors. Funded by the UK’s Foreign, Commonwealth & Development Office (FCDO), this initiative has four components, which are implemented by different consortia/partners as described below:

  1. Component 1: Behaviour Change Communication (BCC) implemented by M&C Saatchi
  2. Component 2(a): Private Sector Service Delivery implemented by PSI, MSI and DKT
  3. Component 2(b): Public Sector Service Delivery (PSSD) implemented by Palladium and its partners
  4. Component 3: Enabling Environment - Advocacy and Policy Development led by UNFPA
  5. Component 4: Audits, Third Party Validation, Monitoring and Research led by Integrity

The DAFPAK component 2(b) (i.e., PSSD) started in August 2019. As a result of COVID-19 pandemic, PSSD activities were scaled down during the FYs 20/21 and 21/22. Recently, the DAFPAK PSSD has received a no-cost extension and will implement its interventions in accordance with the revised scope of work. The project will now continue till June 2024.

Building on our previous work, Palladium, and its consortium partner (Pathfinder International) will engage with the provincial and district-level governments in pursuit of four outputs:

  1. Output 1: Improve FP coordination for the implementation of Result-Based Management Frameworks and CCI recommendation at provincial levels
  2. Output 2: Strengthen procurement and distribution of contraceptive commodities to the last mile
  3. Output 3: Bolster FP data systems and build a culture of data demand and evidence use for decision-making
  4. Output 4: Improve access to, and quality of, FP services

Palladium and its consortium partner will strengthen FP service provision in the public sector across 20 districts in three provinces of Punjab (6), Sindh (10) and KP (4). For the delivery of its objectives, DAFPAK PSSD will establish provincial teams comprising of Team Leads and team members supporting M&E, Quality of Care, Coordination, and Ops in each province. The project will also maintain a lean and agile TA support at Islamabad level to strengthen federal and provincial collaboration.

The Position

The position will provide support the above-mentioned project in the following tasks:

Project Management (Operations):

  • Support project start-up and closeout;
  • Serve as a liaison between corporate services and the project;
  • Contribute to the preparation and maintenance of project specific components of the project operations manual;
  • Support training of project staff on company policies, SOPs and Guidelines and client rules and regulations (covering as required security, occupational health and safety, risk management, planning, human resource management, monitoring, reporting, finance, procurement, logistics, IT, communications, audit support and all other operations matters);
  • Participate in the development and maintenance of project work plans;
  • Support the development and presentation of internal and external reporting (for example: Monthly Highlight Reports (PHRs), quarterly Internal Project Reviews (IPRs), project risk assessments, annual reviews, and client deliverables) and ensure these outputs are fit for purpose;
  • In collaboration with Internal Audit/Systems Review, conduct periodic compliance checks on processes and internal controls;

Financial Management

  • In collaboration with Finance establish project account codes, ensuring they are fit for purpose and meet client’s and project’s requirements for cost allocation, monitoring and evaluation, and value for money (VFM) reporting;
  • In collaboration with Treasury, set-up project bank accounts with appropriate company and project signatories;
  • Ensure the project financial calendar is adhered to;
  • Assist with project financial / cash-flow planning, process funding requests from the field, and process monthly Funds Transfer Requests (FTRs);
  • Review cashbooks / field vouchers and ensure supporting documentation is complete;
  • Assist in the preparation of the monthly client invoices and ensuring their accuracy;
  • Assist in preparation of the monthly internal forecast and ensure the internal forecast is uploaded accurate on the Palladium system;
  • Maintain timesheets for all staff and update the staff leave tracker;


Human Resource Management and Recruitment

  • Coordinate input and support from HR for recruitment and contracting;
  • In collaboration with HR, ensure staff performance management systems are in place and adhered to;
  • Maintain project data on relevant HR systems for short-term and long-term staff and consultants;
  • Support the mobilisation and demobilisation of all international staff (short-term and long-term) including contracting, travel management, payments and induction;
  • Assist in the recruitment of personnel – both long term and short term
  • Ensure all recruitment processes for Palladium are followed and all paper work is maintained in hardcopy.
  • Coordinate with candidates on obtaining their relevant documentation to ensure all HR files are complete.

Procurement, Sub-Contractor Management

  • Help in undertaking due diligence of partners in the Touchstone system;
  • Review and ensure quality of field procurement; ensuring compliance with company anti-corruption and due diligence processes;
  • Coordinate the processing of service provider work orders and invoices;
  • Review monthly partner invoices and prepare PAFs for submission to AP before the monthly deadline;



  • Education:Master’s or Bachelor’s degree in Accounting or Finance or equivalent
  • Work Experiences: More than 2 years of relevant experience in a reputable firm/organization.
  • Demonstrated Skills:• The candidate should be mature and comfortable in a multi-cultural work environment, promote teamwork and able to handle pressure with professional grace.• Able to work independently, make decisions and exhibit flexibility.
  • Language and Computer Skills:• Proficient in applications; significant experience in MS Excel and MS Office, PowerPoint, HR Management System etc.  • Proficiency in English is required
