Background

Pakistan Humanitarian Forum (PHF) represents 35 International Non-Governmental Organizations (INGOs) delivering humanitarian assistance and development projects in Pakistan. It is an independent coordinating forum registered under the Trust Act. The member INGOs operate independently. PHF operates in a spirit of transparency, impartiality, and cooperation, as defined by its vision, mission, and mandate. The forum's mandate is to represent, advocate, and coordinate on behalf of INGO members to enable their work in the humanitarian and development fields in the country.

Since PHF is the main forum that coordinates and communicates the work of INGOs with relevant stakeholders in the country on regular basis. To convey the impactful work of member organizations in a more engaging way, PHF is developing a video documentary by capturing the highlights of the year 2021.

In this regard, PHF is hereby seeking proposals from organizations or individuals with relevant experience for developing the video documentary on PHF Annual Report 2021.

Purpose

The purpose of soliciting the consultancy is to

  • Develop and design a 5-6-minute-high quality video documentary with animations and infographics.

Services Required

  • PHF is seeking a company/organization/individual who could provide the services for the development of high-quality video documentary for the PHF Annual Report
  • Draft a well-articulated script/’storyboard from the qualitative and quantitative data of the report
  • Visualize the contributions of PHF member organizations to all the relevant stakeholders in different thematic areas of humanitarian and development sectors

Scope of work

The consultant will have to develop a very high-quality video documentary that will reflect all the contributions of the PHF member organizations in a very engaging and effective way.

The details related to the scope of work is given below.

  • Develop the video documentary overall film concept and scenario
  • Develop the video documentary script and storyboard
  • Plan and conduct the interview of the identified participants
  • Schedule the time and draft questionnaire
  • Review the qualitative and quantitative data of the annual report

Output/Deliverable

  • Submit a storyboard and script of the video documentary
  • Draft the questions and conduct the interviews of the identified participants
  • Produce and finalize 5-6 minutes high quality (HD) video documentary along with voice-over populated with animation and infographics

Required Qualification and Experience of the Service Provider

More than 5-year experience working in the similar field

  • Extensive experience for developing video and documentaries for humanitarian and development sector
  • Proven experience in working with and the International non-Governmental Organization in Pakistan
  • Excellent technical capacities to ensure smooth and high-quality production
  • High level experience in development and cooperate communication 
  • Previous working experience with PHF and members organizations will be preferred

Technical Proposal

  • The technical proposal must consist following documents
  • Concept paper/proposal for developing an animated documentary for PHF Annual Report
  • Company profile
  • Financial proposal
  • Proven record of previous work for UN agencies/INGOs/NGOs

Financial Proposal

A consultant will provide a financial proposal that shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract).

Other Terms & Conditions

For their services to be considered, the offeror shall provide a detailed technical proposal that shall confirm to the following terms and conditions:

  1. Payment will be made through cross-checking on monthly basis.
  2. The payment prices should be inclusive of all applicable taxes.
  3. The working language of the proposal in English. Other languages will not be accepted.
  4. Procurement committee reserves the right to cancel/reject any or all proposals without assigning any reason.
  5. Proposals shall be made in writing calculated in PKR only and clearly stated on the company’s letterhead.
  6. Companies are required to provide all the proofs of registration and other legal standings in the host country (Pakistan). These documents may include renewed registration with relevant authorities.

Preventing Fraud Corruption

PHF maintains a zero-tolerance policy towards fraud, corruption, bribery, or any similar unethical practices. It is PHFs policy that no gifts, gratitude’s of any kind, and of any value be exchanged between bidders and PHF personnel before, during the bidding and

Selection processes and currency of the contract. Discovery of the same at any stage will be grounds for disqualification of the bidder from participation in any PHF procurements and may result in disciplinary actions against PHF personnel involved in such discovered transactions as well as recoveries of any amounts paid or due to be paid to the bidder. The selected bidders must comply with PHF policies and procedures. The bidder has the right to ask for the ‘Fraud reporting and handling procedure’ and other relevant PHF policies and procedures by writing to the Country Coordinator.

Selection Criteria

A qualified firm with immense experience in developing the data management portal can apply only. The selection committee formed and nominated as per the PHF Operations Manual will make the recommendations for selection as per the following selection criteria.

  • Minimum qualification of individual/key management team members of registered firm should be 5 years evidenced by brief profile/CVs of the individual/key management team members.
  • Reference /experience letters by at least 3 CSO/Non-profit Organizations.
  • Demonstrated knowledge and experience in developing Visual Aids.

Type of Contract to be awarded as an of the Solicitation

PHF intends to award a retainer contract to the selected consultant valid from February 28th, 2022, to March 18th 2022.
