Terms of Reference (ToRs)

Introduction to LASOONA:

LASOONA: Society for Human and Natural Resource Development is a national, multi-disciplinary, development oriented, non- profit organization registered as an NGO under society’s registration Act, 1860. The organization was established in 1997 with a passion to support human and natural resource development in vulnerable and impoverished areas of Khyber Pakhtunkhwa Province and newly merged districts (Formerly FATA). LASOONA is striving for a justice, peaceful and prosperous society and do empower vulnerable and underprivileged communities through sustainable livelihoods, improved local governance, social cohesion and enhanced resilience to environmental hazards. LASOONA is implementing a project titled “Improved Access to Fair, Legitimate and Effective Justice in Pakistan, with the technical support of Oxfam GB, the target Districts in KP province are Charsadda and Nowshera. The overall objective of project is to improve Public confidence in accessing formal justice mechanisms. To day we are looking for services of consultant for short term technical assistance under the project, with the following objectives and scope of work.

Background to the Project

The “Improved Access to Fair, Legitimate and Effective Justice in Pakistan” (ARC Pakistan) project is being implemented through LASOONA in KP province. LASOONA is seeking a consultant as a short-term technical assistance services to support the ARC project in KP with the following scope and deliverables.

The “Improved Access to Fair, Legitimate and Effective Justice in Pakistan” project, is operating in Khyber Pakhtunkhwa (“KP”) where it is implemented by LASOONA. ARC Pakistan has completed its five years with many achievements and is being in its final phase. Main field activities are planned to be implemented by the end of April and May 2022.

Specific objectives of the assignment

Considering the final phase of the project and multiple parallel work streams being executed, LASOONA seeks professional services for assisting the organization and project management in capturing learnings, assistance in outcome harvesting exercise, capturing results, case studies, assistance in organizing and planning project events and report writing. These services will be acquired from the period 25 March till 31 May and may be extended if and as needed based on project timelines and performance.

Scope of Work

The scope of the work includes the following, and may further evolve, building on these lines, for which details will be defined further as and when needed.

  1. Understand the ARC project through desk review of the project proposal, reports, discussions with project team, understanding millstones and activities therein and project data base. Suggest, design and carry out need base studies and assessments.
  1. Hold Meetings with B[1]I group members, beneficiaries and justice providers for identification and documentation of success stories.

Deliverables will include inter-alias at least 8 to 10 stories are expected with quality.

  1. Attend project review meetings and visit field and stakeholders as and when needed and / or assigned by Project Manager.
  1. Capturing qualitative aspects of the interventions carried out under the project.

Deliverables will include inter-alias content on interventions, focus on drivers of change, overcoming barriers to access to justice, the social change factors, what specifically triggered the effect / change in behavior or caused action, how would it trigger chain effect in the communities if any, how does it relate with sustainability etc. Outcome harvesting report on (agreed template) against the planned outcomes of the project.

  1. Capturing success stories, anecdotes, learning and lessons, and results at output and outcome level while linking it with the project results framework, contributing in the overall project reporting. Capture outcomes as a result of engagement with stakeholders and concerned government offices.
  1. Support to project management in project reporting.

Deliverables for Consultant

The consultant is expected to deliver quality products in line with the aforementioned scope of work, during the course of period defined for this consultancy work. A detailed work plan shall be developed with timelines on work deliverables, in the first 3 days of this assignment agreed by project management in view of the above-mentioned scope of work and described deliverables.

Timeframe of assignment

The time frame for this assignment is from March 25, 2022 till 31 May 2022, and may be extended if and as needed based on project timelines and performance.

The assignment will require working at Peshawar office and frequent travel to target areas of the project in Charsadda and Nowshera districts of KP.

Performance Indicators

Consultant’s performance will be evaluated against timeliness, responsibility, initiative, innovation, communication, and quality of the deliverables. Consultant is expected to conduct all the business affairs in a manner consistent with the highest standards of integrity and to avoid any conflict of interest.

Supervision and coordination arrangements

The consultant will work in close coordination with LASOONA’s Project Manager ARC project and guidance of LASOONA’s Manager Programmes.

Required capacities

  1. S/he shall be preferably having governance, rule of law background and should have significant experience in leading and co-leading similar assignments with documentary evidence.
  1. Strong track record and experience in project/Programme management, assessment evaluation and reporting of Programme learning.
  2. Demonstrated skills of documenting outcome harvesting, success stories and learning.
  3. Demonstrated experience in engaging stakeholders and influencing initiatives.
  4. Have adequate knowledge and understanding about local and regional gender dynamics as well as understanding of context related to culture, security, rural life, women and diverse participants.

Shortlisting and Selection criteria:  

  1. Adequate technical capacity specified in the required capacities and qualification.
  2. Agreement on all the terms conditions specially time frame of the assignment.
  3. Out of 100 marks weightage of technical proposal will be [2]80% and financial proposal will be [3]20%.
  4. Final selection will be subject to approval of LASOONA management based on recommendations of procurement committee
  5. Approval of Oxfam

Procedure of consultant selection:

  1. In the first stage after opening of the bids, the shortlisting of the potential consultant will be carried out.
  2. In the 2nd stage the shortlisted consultant will be invited to LASOONA head Office in Swat for in person interview, where the capacities of proposed consultants/firms will be assessed by the selection panel.
  3. The selection panel will assess the quality of previous experience, quality of the reports of the activities of same nature and may ask for means of verification for the assignments accomplished in the past.
  4. The selection panel will check the reference of previous work carried out by the consultant/firm.
  5. Based on the recommendations of procurement committee management of LASOONA and Oxfam award the contract to selected consultant. 

Ethical considerations

The consultant individual may adapt/customize material from other sources developed by international organizations, including but not limited to Oxfam, and other agencies. However, the individual will have to ensure adherence to the standard protocols of citation/referencing by seeking permission/acknowledgement of the sources from where training material/contents are to be adapted/customized for the proposed training. The onus of any liability/claim from any party regarding plagiarism or misuse of their material will be on the training consultant, and LASOONA and Oxfam will not bear any responsibility in this regard. The consultant will ensure use of provincial languages in conducting all the training sessions with the BI members in their respective districts.

The consultant will have to seek prior permission for documenting and using visual still/moving images for specific purposes i.e. for report and presentations for this assignment. The consultant will ensure the participants’ anonymity and confidentiality and will ensure the visual data is protected and used for agreed purposes only. All training material developed under this consultancy will be the property of LASOONA. The consultant or any of their representatives will not use part or whole of the training material and/or any associated materials for any other assignment either for LASOONA/Oxfam or any other client without prior written permission from LASOONA and Oxfam authorized unit.

Payment modalities and remuneration

The payment will be made on monthly basis on successful completion of the planned outputs and milestones as per timeframe agreed in the work plan. All applicable taxes will be deducted at the time payment.

c)       Evidence / writing pieces of similar works.

d)      A two-page short proposal with work plan under this scope of work, including weekly (5 work days) or monthly (21 work days)

e)      fee quote all-inclusive of taxes, travel, boarding lodging,  no need to mentioned separately the consultancy fee, logistics cost and applicable taxes.

[2] The 80% marks will be further divided as= 35% for experience in outcome harvesting/evaluation/knowledge management, 35% for experience of governance rule of law programmes, 30% for quality of reporting skills.
