About ADLG

Association for Development of Local Governance (ADLG) wants to enhance the quality of life for everyone in Pakistan by rejuvenating democracy and giving back to people real reasons to participate in civic life and their communities. We want participation in local elections to be a must-do and people to have a meaningful vote on a wide range of local tax and spending decisions. This means significant devolution of power from provinces to the local level.

After years of effort to realize this part of the constitution, local governments and their associations in Pakistan finally celebrated the launch of National Local Governments Association, “Association for Development of Local Governance” (ADLG) on April 30, 2016 and ADLG is established as an alliance of 4 provincial local council associations of 4 provinces: Balochistan, KP, Sindh and Punjab.

Association for development of Local Governance is a networking, policy development and training resource for the elected members of 4 Provinces of Pakistan. The Association works through delegates in each of the councils to help develop a sense of collegiality among the elected members who serve the public in a variety of local government settings ranging from urban to suburban and rural. Through regular interaction with other stakeholders in the local government environment the ADLG aims to ensure that the contribution of All Provinces democratically elected councilors is appreciated in Government Departments and throughout the full range of public agencies.

Background

ADLG is recruiting the Provincial Coordinator for a one-year (1) period with possibility of extension, based on satisfactory performance. The post assigned is to support "Local Empowerment, Advocacy and Development for SDGs Localization in Pakistan (LEAD Programme)".

‘Local Empowerment, Advocacy and Development (LEAD) for SDGs localisation in Pakistan’ is a 4-years (2019-23) programme, co-funded by the Delegation of European Union in Pakistan (EU) and UCLG ASPAC to support the Pakistan’s national government, Balochistan and Sindh provincial governments to localise and achieve the 2030 Agenda. This programme is implemented by the Association for Development of Local Governance (ADLG), in partnership with its member organisations, the Local Council Associations of Balochistan (LCAB) and Local Councils Association of Sindh (LCAS).

 

Job Summary:

Under the supervision of the Team Leader, the provincial coordinator will be handling the day-to-day activities implemented at the provincial level. They will work closely with the LCAs and LGs and the selected pilot districts. They will do the coordination with relevant stakeholders and support the SDGs dialogue at the Provincial level. Work alongside the core team at Islamabad to coordinate day to day activities; ensure the project is implemented according to agreed standards and timeline. He/she will also be responsible for monitoring and reporting of the project, managing the project activities and maintaining a good relationship with key stakeholders.

Key Responsibilities:

Project Management

  • Ensure smooth operation of the project activities, including timely narrative reporting to the Team Lead 
  • Submit an Internal monthly report on progress of the project; and other reports as necessary
  • With support from the Team Lead, organize advocacy meetings/conferences and ensure that workshops and other events are well organized and coordinated
  • In-consultation with the Team Lead, develop project work plans and revise as appropriate to meet changing needs and requirements.
  • Manage day to day operational aspects of the project and scope.
  • Build and maintain relationships with stakeholders and allied organizations pertaining to project activities
  • Provide training and guidance to project teams
  • Project documentation as detailed by project protocol and individual project contract requirements
  • Prepare qualitative and quantitative project progress reports to be shared with the donor
  • Perform specific project related activities in accordance with role as either project lead or project team member
  • Ensure that documentation and other project information is correctly entered into the appropriate spreadsheet or database
  • Conduct regular coordination meetings with the field team(s) for progress updates.
  • Keep track of lessons learned and share it with the management.
  • Represent the programme at external meetings and other coordination meetings as necessary.
  • Facilitate monthly field operation meetings and preparation of meeting minutes.
  • Foster a positive, productive and professional work environment and professional relationships amongst staff; facilitate productive working relationships with the Head office.

Monitoring and Evaluation

  • Develop all kind of formats for reporting and monitoring in consultation with the Manager M&E.
  • Make periodic/monthly monitoring visits to the field and target areas to ensure smooth and timely implementation of the project activities and to provide technical assistance and troubleshoot along with staff.
  • Ensure all reports from the field sites are received and submitted on time to M&E Manager, as needed.
  • Help to evaluate projects as per the agreed tool planned in the work plans / utilize the results for improvement in the project and future projects of the same nature. 

Programme

  • Participate in integrated planning and cooperation, and help identify opportunities for future projects.

Compliance with Organisation Policies and Procedures

  • Adhere to Organisation  policies/procedures including finance, human resources, security, procurement and logistics; and ensure staff compliance
  • Participate in professional development activities, as needed or assigned.
  • Provide efficient supervision and management for all direct reports and lead the establishment and functioning of a strong, effective and coordinated team.
  • Ensure the proper implementation of Organisation’s performance management process for direct reports, including job description and APO development, regular feedback, mid-term reviews, annual performance appraisals and staff training and development.
  • Oversee the recruitment and orientation of project staff.
  • Perform any other tasks as assigned by the supervisor or CEO

Working Conditions & Travel:

The position is based In Karachi with regular travel to field sites and some travel to Head Office Islamabad.

Person Specification

Education and Experience:

  • Masters Degree from HEC recognized university in a relevant discipline. Candidates with law degree will be given preference

Experience, Skills & Competencies:

  • 3 years of project management experience.
  • 3 years of project relevant capacity building/organisational development experience
  • Microsoft office experience (word, excel, outlook express, internet, powerpoint) and preferably project management software
  • Experience of managing teams
  • Excellent verbal, written and presentation skills in Urdu and English
  • Experience of planning, organizing, delegating work
  • Time management skills and qualitative report writing experience
  • Experience of working in communities and building collaborative relationships
  • Having organizational commitment, personal integrity, ability to work with diverse groups of people and respect for others
