Program Overview

The Fleming Fund is a U.K. Department of Health and Social Care program funded with U.K. aid to help low- and middle-income countries fight antimicrobial resistance (AMR). The Fleming Fund is named after Alexander Fleming, who discovered the world's first antibiotic and thereby paved the way for the use of antibiotics in modern healthcare. When receiving the Nobel Prize in 1945, Fleming effectively predicted the threat of AMR, warning of a time when antibiotics would become less useful due to frequent or improper use.

“Antimicrobial resistance has the potential to kill millions each year and become a massive burden on health systems across the world,” notes Britain’s Chief Medical Officer, Professor Dame Sally Davies. “By 2050, if left unchecked, drug-resistant infections will kill 10 million people a year and cost the worldwide economy $100 trillion.”

The Fleming Fund Grants is excited to continue its collaboration with DAI and the Pakistani Government to strengthen systems for One Health governance and AMR and Antimicrobial Use (AMR/AMU) across the human and animal health sectors.

Objectives of the role

The Procurement Assistant will play a support role in ensuring integrity, fairness, and openness in procurement processes as well as adherence to policies, procedures, and controls. The main responsibility for this position is to support the Procurement Officer in procuring laboratory equipment and consumables, goods and services/works associated with laboratory refurbishment and renovation, and goods related to project implementation, more generally (office equipment, etc.). The position requires relevant work experience in the procurement record management, procurement check lists, bids evaluation, liaison with vendors and contract management for civil works. He or she will develop and release solicitations, and conduct price/cost/reasonability analyses, as well as perform any other related duties as assigned.

Responsibilities

Under the direct supervision of the Procurement Officer, the Procurement Assistant will play an important role in supporting the Procurement unit in conducting a thorough due diligence of procurement processes and documentation.

The Procurement Assistant will support the Procurement Officer in:

  • Preparing Request for Expression of Interest (REOIs), Request for Proposals (RFPs), Request for Bidding (RFBs),
  • Preparing bidding documents, inviting bids, facilitating evaluation of technical and financial bids for goods, works and services including short listing of contractors, consultancy firms, suppliers, and negotiating with selected contractors, if necessary.
  • Carrying out valuation of performance of consultants regarding procurement matters, corresponding/liaison with the consultant and DAI focal persons on procurement issues.
  • Maintaining database / records of core procurement documentation including Purchase Orders, goods receiving notes, invoices etc.
  • Supporting the procurement unit in collating and reviewing invoices and supporting documents before submitting to the Finance unit for further processing.
  • Supporting the procurement unit in reviewing, drafting, and negotiating agreements, terms & conditions, and amendments for the goods, works and non-consulting services.
  • Preparing contracts for internal review and approval and ensures compliance with DAIs Fleming Fund policies as well as applicable laws or regulations.
  • Assisting the Procurement Officer in interpreting contracts and contractual responsibilities.
  • Perform any other duties assigned by the procurement unit. 

Desired Qualifications

  • Graduate/post graduate qualification in related fields of study (with disciplines including Business Management, Commerce, or any other related field) with minimum 3 years of working experience at international development organizations.
  • Familiarity with organization and UK government regulations and compliance requirements.
  • Can-do attitude and fair amount of attention to details.
  • Good understanding of Public /Private procurement, Enterprise Resource Planning, Contract Management, Records Management and Resource Management.
  • Proven ability in analyzing and solving complex problems and in strategic planning.
  • Excellent communication, interpersonal and diplomatic skills.
  • Demonstrated team player. Comfortable with challenges, ability to work in a high-profile fast-paced environment, flexibility to adapt to constantly changing dynamics.
  • Ability to perform and prioritize multiple tasks and work to tight timelines.
