Program Overview

The Fleming Fund is a U.K. Department of Health and Social Care program funded with U.K. aid to help low- and middle-income countries fight antimicrobial resistance (AMR). The Fleming Fund is named after Alexander Fleming, who discovered the world's first antibiotic and thereby paved the way for the use of antibiotics in modern healthcare. When receiving the Nobel Prize in 1945, Fleming effectively predicted the threat of AMR, warning of a time when antibiotics would become less useful due to frequent or improper use.

“Antimicrobial resistance has the potential to kill millions each year and become a massive burden on health systems across the world,” notes Britain’s Chief Medical Officer, Professor Dame Sally Davies. “By 2050, if left unchecked, drug-resistant infections will kill 10 million people a year and cost the worldwide economy $100 trillion.”

The Fleming Fund Grants is excited to continue its collaboration with DAI and the Pakistani Government to strengthen systems for One Health governance and AMR and Antimicrobial Use (AMR/AMU) across the human and animal health sectors

Objectives of the role

The Program officer - Grants & Compliance will oversee the grant implementation process of sub-grantees under Fleming Fund project. S/he will be responsible for reviewing the invoices and ensure compliance, completion and accuracy of expenditure reports and documentation.   

Responsibilities

Under the direct supervision of the Deputy Team Leader, the Program officer - Grants & Compliance will play an important role in supporting the Procurement unit in conducting a thorough due diligence of procurement processes and documentation.

The Program officer - Grants & Compliance will support the Deputy Team Leader in:

  • Overseeing grant implementation and work with grantees to ensure that activities are implemented in accordance with activity design and workplan.
  • Working with grantee and technical teams in solving issues that arise during grant implementation.
  • Providing support during any budget forecasts and budget relocations of sub-grantees.
  • Liaising with sub-grantees technical and financial focal points for overall grant implementation.
  • Preparing the analysis of grant budget estimates for allowability, allocability, reasonableness, and consistency.
  • Providing support to define roles, responsibilities, and timelines for grantees.
  • Generating and reviewing all aspects of grant agreements with grantees, and ensure all activities are implemented in line with the activity design.
  • Generating and reviewing all aspects of grant agreements with grantees.
  • Reviewing payment requests and invoices of sub-grantees.
  • Ensuring that all grant activities are properly documented from the start of implementation to grant close-down.
  • Other duties as assigned by the Deputy Team Leader.

Desired Qualifications

  • Graduate/post graduate qualification in Business Administration or equivalent with minimum 5 years of working experience in grants management and budgeting and accounting at international development organizations.
  • Familiarity with organization and UK government regulations and compliance requirements.
  • Can-do attitude and fair amount of attention to details,
  • Good understanding of the project cycle, including project monitoring and design of project frameworks, due diligence; audit policies, and grants management.
  • Proven ability in analyzing and solving complex problems and in strategic planning.
  • Excellent communication, interpersonal and diplomatic skills.
  • Demonstrated team player. Comfortable with challenges, ability to work in a high-profile fast-paced environment, flexibility to adapt to constantly changing dynamics.
  • Ability to perform and prioritize multiple tasks and work to tight timelines.
