Introduction of Organization

Association for Gender Awareness & Human Empowerment (AGAHE) is a national non-government organization (NGO) established in 2007 under the Societies Act, 1860 in Punjab with a vision to ‘create an enabling environment for vulnerable segments of society where they can utilize their full potential for improvement in their lives and have equal opportunities to safeguard their rights. Core thematic areas of AGAHE include Water, Sanitation & Hygiene, Health & Nutrition, Sustainable Livelihood, Governance, and Disaster Risk Reduction (DRR).

AGAHE is implementing a project titled “WASH System Strengthening in fragile and developing context to achieve sustainable development goals SDG 6” with the support of Welthungerhilfe (WHH) in District Muzaffargarh.

Introduction of WHH

Welthungerhilfe (WHH) was established in 1962. It is today one of the largest private organizations working in the area of development cooperation and humanitarian aid in Germany. The organization is non-profit-seeking, non-partisan, and non- denominational. Donations from the population at large fund our work in over 40 countries in Africa, Asia, and Latin America. In addition, WHH receives grants from the Federal German Government, the European Union, and the United Nations for International Development. WHH is the funding agency of the Project.

Instruction to Tenderers

By submitting a tender, tenders fully and unreservedly accept the conditions of this call for tenders, which will constitute the governing the contract as the sole basis of this tendering procedure, whatever the tenderers own conditions of sale may be, which they hereby waive. Tenderers are expected to examine carefully and comply with all instructions, forms, contract provisions and specifications contained in this tender dossier. Failure to submit a tender containing all the required information and documentation within the deadline specified will lead to the rejection of the tender. No account can be taken of any remarks in the tender relating to the tender dossier; remarks may result in the immediate rejection of the tender without further evaluation.

To be eligible to take part in this tender procedure, tenderers must prove to the satisfaction of the Contracting Authority that they comply with the necessary legal, technical, and financial requirements and have the means to carry out the contract effectively. Participation is open to neutral persons and legal persons [participating either individually or in a grouping (consortium) of tenderers]

In order for Construction and Installation of 02 Sanitation schemes, scheme # 1 Sewerage Treatment Unit and Scheme # 2 Sewerage Pipe Network (Activity Code: 1.2.2.2. “Trailing of new sanitation (WTU (water treatment unit) sewerage treatment units) technologies as well as new management arrangements (i.e., PPPs and linking these with technologies) the supplies/services are required as mentioned in specifications. AGAHE is inviting qualified and experienced suppliers/ vendors for the contract of Supplies & Services.

4. General Remarks and Specific Conditions

• All offered commodities must be sound, fair and in merchantable quality. The quality must be in line with the specifications stated in this tender.

• Bidder must be registered from Pakistan Engineering Council with C-6 category or above and attached a valid registration form with bidding documents. Failure to provide a valid PEC certification will result in rejection of bidding document.

• In case the contract is awarded the Selected bidder must deposit a (CDR) of 10 % of the total bid amount in the name of “AGAHE” at the time of agreement., CDR will be returned to the tenderer after the completion of work.

• Provision of samples of mentioned items, with bidding documents is mandatory, without samples bid will be not considered for tendering.

• The bidder must have 05 years of construction work as well as relevant work experience.

• All offered commodities according to national/international standards.

• We prefer a single supplier! But we reserve the right to divide the order into lots and orders from various tenderers.

• STU Scheme Design / Drawing may be changed by AGAHE Technical person on ground bases by around 10% of overall design.

• Timely arrival in accordance with the negotiated delivery periods is of utmost important.

• Part shipments are not allowed without authorization of the Contracting Authority.

• The Contracting Authority holds the right to change quantities and slight changes to the technical specifications.

• The origin of all products needs to be indicated in the offer.

• In case an alternative to the specified items is offered, this must be clearly indicated and excessively documented.

• Page#27 must be complete with all required information.

• In case of calculation mistake unit rate will be considered as base cost for financial calculations/evaluation.
