Job Profile

Country MEAL Officer will be overall responsible for the project MEAL activities, outputs and guiding field MEAL team members for the RISE - Refugee Initiatives for Sustainable Empowerment project.

  • Develop, implement and strengthen monitoring and evaluation procedures including process monitoring, compliance verification, output and outcome monitoring of the project.
  • Develop MEAL plan, IPTT, work plan for the project key interventions d guide field MEAL teams for smooth functioning of the MEAL and project interventions.
  • Develop/Revamp the existing database for the project, SOPs for data collection, submission, cleaning, entry and reporting of data for each activity and indicator of the projects.
  • Conduct FGDs, meetings with beneficiaries for feedback regularly and quarterly basis
  • Monitor all project activities and progress towards achieving the project output/outcome;
  • Developing and sharing updated IPTTs on monthly and quarterly basis for QPRs and other reports.
  • Assist Country MEAL Coordinator in the baselines, Post Distribution Management (PDM) surveys, Beneficiaries’ satisfaction surveys, midlines, Endlines/evaluation and case studies as per project documents and requirements.
  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
  • Report monthly, quarterly, half-yearly and annual progress on all project activities to the Country MEAL Coordinator;
  • Participate in quarterly/annual project reviews and planning workshops and assist the Country MEAL Coordinator in preparing relevant reports;
  • Guide/Assist the project personnel with MEAL tools and in supporting them in their use.
  • Preparation of monthly MIS reports and organize training on MEAL/MIS for MEAL staff, program team and partner staff, if any.
  • Preparation of reports on the findings and lessons learned from project innovations;
  • Ensure that project output, outcome and impact indicators are properly measured and reported
  • Collect, Collate and compile data from the field and present it in an organized manner for decision making 
Accountability and transparency towards project beneficiaries and stakeholder
  • Country MEAL Officer will be responsible to build and implement mechanism for
  • Information sharing with communities and stakeholder,
  • Ensure transparency in beneficiaries selection, community participation and engagement
  • Develop and implement SOPs for CFRM.
  • Implement Accountability matrices for CHS 5 & 6, may be added more in coming months.
  • Assist Country MEAL Coordinator in establishing community feedback and complaints mechanisms and ensure the complaints are addressed properly. 
  • Establish dedicated helpline to collect feedback, complains and maintain proper log. 
  • Initiate actions against serious cases in due course, as per SOPs and policies.
  • Generate and analyze monthly CFRM updates and reports.

Person Specification

Skills, knowledge and expertise required for the role. 
  • Minimum Bachelor Degree in social sciences, Business management, statistics or any relevant discipline.
  • Minimum 3 years of experience in MEAL.
  • Good Analytical skills.
  • Strategic thinking and planning skills.
  •  Ability to meet the deadlines.
  •  Excellent time management skills and the ability to prioritize tasks as per importance
  • Adaptable and Flexible.
