 About the Project: The anticipated project aims to support vulnerable communities in two

Newly Merged districts of Khyber Pakhtunkhwa province. The initiative will target selected households to enhance livelihoods through improved agricultural and livestock production, and skills development training for youth. Moreover, a number of target villages will benefit from small

scale development schemes, awareness on health insurance (Sehat Sahulat), and improved linkages with relevant government and non-government actors. The project prioritises inclusion and gender equality, striving to engage women and young people from the outset.

JOB SUMMARY:

  • To lead the planning and implementation of the project, overseeing all aspects, including programmatic, financial, administrative, and personnel
  • To ensure that all project interventions are of a high quality and lead to measurable impact.
  • To support the project’s operational support function including procurement, government liaison, HR and finance
  • Overall management of the regional office in Peshawar. 

KEY RESPONSIBILITIES: 

  1. Project Leadership and Government Liaison
  • Promote strong working relationships and coordination among team members to achieve higher level of performance, knowledge and learning, and quality delivery.
  • Hold weekly meetings, document minutes, follow-up on actions and keep CEO informed (regularly) of the progress and challenges.
  • Try to address issues before they become problems (and before reaching to the head office)
  • Introduce yourself to all relevant government departments (Agriculture/Livestock, TVET, etc)
  • Establish a system of regular meetings/follow-up, formal and informal.
  • Support the organisation in applying for NOCs/permissions

2.1  Projects Implementation and Reporting

2.2  Project Design/Proposal Development

  • With support from Head office, design a field strategy according to the project documents approved by donor (including all project components)
  • Plan a detailed orientation for the project team on project goal, objectives, field strategy and timeline
  • Provide oversight and support for project ensuring quality performance and delivery meeting programmes objectives, reporting and donor compliance
  • Work closely with departments/leads (Finance, Admin/HE, Procurement, M&E) to ensure smooth operations and support to the project
  • Work with managers to develop an annual work plan ensuring timely completion of programmes activities and quality deliveries
  • With support from Head office, ensure project budget is optimally utilized, within budget and in line with the planned activities.
  • Prepare internal weekly reports, monthly and annual reports (for donor); and other reports as needed
  • In collaboration with managers, generate new ideas, projects ensuring long term sustainability of the organisation.
  1. Coordination with Monitoring and Evaluation
  • Supervise and improve the project’s M&E functions.
  • Ensure the organisation is able to monitor and track the output and the quality of its project through regular data collections and efficient M&E system.
  • Document lessons learned and best practices, ensuring that they are shared within the organisation. This will also entail providing advice or guidance on how they can best be incorporated into ongoing and future programming. 
  • Widen the pool of available program reference materials, resulting in more effective programming and reducing the risk of repeating past programming mistakes.
  1. Policies and Compliance
  • Adhere to and ensure implementation of the organisation and donor/partner policies and procedures across all operational support services including administration, procurement, logistics, human resources, IT and security.
  • Ensure all policies and procedures are relevant and up to date.
  • Review, identify and make recommendations if required for improvement in implementing the policies and procedures.
  • Work with Director Program and Functional Managers to ensure all field managers and office-based staff are aware of, and adhere to, organisation and donor/partner policies and procedures (including administration, procurement, finance, IT and HR).
  1. Staff Development and Mentoring
  • Provide efficient supervision and management for all direct reports and lead the establishment and functioning of a strong, effective and coordinated operation team.
  • Ensure the proper implementation of the organisation’s performance management process for direct reports, including job description, regular feedback, mid-term reviews and annual performance appraisals.
  • Proactively address performance issues through regular, constructive and honest feedback and coaching.
  • Ensure at the field level strong working relationship between field program and operational support staff and at the office level strong coordination with the office in Islamabad.
  • Ensure that an environment exists to allow staff to develop and innovate.
  • Oversee the recruitment and orientation of staff.
  • Ensure all staff receive a thorough orientation on the project (support from Management)

Working Conditions & Travel:

The position is based in Peshawar and supervises staff based in Peshawar. Regular travel to Islamabad and field areas is required.

Duration: 33 months

Person Specification

Education/Qualification:

Master’s degree preferably in Agriculture/Management/job related discipline from an HEC recognized university

Experience, Skills & Competencies:

  • Minimum 8-10 years working experience of leading/managing similar projects in KP context
  • Experience in areas of agriculture, vocational training and community development will be highly preferred
  • Demonstrated experience in providing direction for timely and quality project implementation, donor compliance and reporting
  • Demonstrated leadership and management skills in a local setting
  • Familiarity with donor guidelines
  • Advance writing and presentation skills in English
  • Experience in emergency related activities
  • Ability and interest to coach and develop staff
  • Experience with performance management
  • Experience of planning, organizing, delegating work, time management, problem solving and drive to achieve results
  • Strong representation and negotiation skills
  • Self-management and ability to work successfully under stress
  • Experience in establishing and maintaining collaborative relationships with national and international NGOs, donors and government counterparts.
  • Having organisational commitment, personal integrity and accountability, ability to work with diverse groups of people and respect for others
  • Microsoft office experience (word, excel, outlook express, internet, PowerPoint)
