Post Title: Capacity Building of GBV Paralegals
Project Title: Fostering Legal Empowerment and Community Resilience Against Domestic and Sexual Violence in Sindh

Background
The Legal Aid Society (LAS) is a not-for-profit organization working on its mission to connect vulnerable & disempowered end users of justice with effective and expedient services for the delivery of justice. LAS’s interventions have been aimed at increasing access to justice for poor & marginalized communities, particularly women, across the province of Sindh as well as the Federal level.
In line with the mission of expediting the delivery of justice for gender minorities, LAS is implementing a project with the goal of “Fostering Legal Empowerment and Community Resilience against domestic and sexual violence in Sindh”. Under this project we are establishing robust community-based participatory network of paralegals who will be capacitated on the laws related to GBV and DV.
These paralegals will be equipped with knowledge related to GBV laws in Sindh and at Federal Level, types of sexual abuse and exploitation, domestic violence and its preventionmethods, community engagement techniques, and protocols to deal with GBV survivor/ victim.
- A. Scope of Consultancy and Expected Outputs
The scope of work and corresponding outputs/deliverables will be as follows:
Deliverable 01:
Submission of 01 module in English along with Urdu and Sindhi translation for 02-Day Capacity Building Training Session for the GBV Paralegals on the following topics;
- Understanding of think-Trial Approach to strengthen the state’s response on GBV
- Understanding Rape and Sodomy in the context of legislations and case laws in Pakistan
- Recent Judgements/ Case laws related to GBV and DV (include LAS’s case studies)
- Definition of GBV and its types
- Definition of DV and its types
- Methods to prevent and report SGBV and DV
- Protocols to deal with the survivors and victims of SGBV and DV
- Community Mobilization and Engagement Techniques
- Effective Session Delivery Methods
- Case Referral and Grievance Redressal Mechanisms at district and provincial level
Deliverable 02:
Conduction of in person full day capacity building sessions for 02 days in each District; Larkana, Dadu, and Matiari with 75 paralegals (25 paralegals in each district).
Deliverable 03:
Submission of consolidated activity report along with the results of pre and post assessment forms which will be administered by LAS’s MEL team.
Deliverable 04:
Development of Lesson Plans (as per the IECs developed by LAS team) and SOPs for the legal aid & awareness sessions to be conducted in 03 districts of Sindh coming under the scope of program.
- B. Project Timeline & Payment schedule
Time period for this consultancy will start from October 01, 2024 till October 31, 2024. However, the timelines and payment for each output is given in the following table.

- C. Required expertise and qualifications
- Legal background with adequate knowledge of state’s response to Sexual and Gender-Based Violence (SGBV).
- Postgraduate qualification in Law; supported by extensive experience in the justice sector as a practitioner or trainer
- Strong grip over national and international human rights instruments.
- Prior experience in carrying out community-centric trainings (preferably paralegal trainings)
- Experience with developing training curriculum/modules
- Proficiency in Urdu and Sindhi
- D. Required documents for application

- E. Remuneration

- F. Confidentiality & Work Product
It is agreed that any documentation made accessible to the consultant whether verbally or in writing is confidential. The Consultant will hold such information in confidence and will use it solely for the purpose of providing Services. The Consultant further agrees not to disclose confidential information to anyone without LAS’ prior written consent.
- G. No Modification Unless in Writing
No modification of this Agreement shall be valid unless in writing and agreed upon by both Parties.
